According to the National Council of Teachers of Mathematics, basic fact fluency means more than memorizing basic facts. Fluency involves accuracy, efficiency, appropriate choice of strategy and flexibility.

Intervention should be more than practicing with flash cards. There are a number of free or affordable resources to support teaching and learning of basic facts.

Teachers can use a two-pronged approach to assessing math fact fluency. Data can collected on how close a student is getting to knowing all the facts for that grade level. Formative data can be collected on the group of facts and the supporting strategies a student is currently working on.
