FY24-25 Biennial Budget 

Governor Dewine's biennial budget for FY 2024-25  

Highlights of the biennial budget pertaining to our district are the following:

THE BIENNIAL BUDGET CONTAINS A CONTINUED RESTRUCTURING OF THE STATE OF OHIO'S SCHOOL FUNDING METHOD CALLED "THE FAIR SCHOOL FUNDING PLAN".  THE NEW PLAN CREATES A MORE EQUITABLE, STABLE AND PREDICTABLE REVENUE STREAM FOR PUBLIC SCHOOL DISTRICTS.  YEARS 3 AND 4 OF A 6 YEAR IMPLEMENTATION OF THE PLAN ARE INCLUDED IN THIS BIENNIAL BUDGET.

FOUNDATION FUNDING

WITH EITHER NO INCREASE OR REDUCTIONS IN STATE FUNDING FOR 5 STRAIGHT FISCAL YEARS UP THROUGH FY21 AND MINIMAL INCREASES IN FUNDING (LESS THAN $100,000 ANNUALLY) IN FY22 AND FY23, THE FIRST FAIRLY SIGNIFICANT INCREASE IN FOUNDATION FUNDING IS PLANNED TO BE PROVIDED BY THE STATE TO OUR DISTRICT STARTING IN FY24.  APPROXIMATELY $385,000 OF ADDITIONAL FUNDING SHOULD BE REALIZED IN FY24 WITH AN ADDITIONAL APPROXIMATE AMOUNT OF $125,000 TO BE RECEIVED IN FY25.  THIS IS THE LARGEST NON-STIMULUS ANNUAL STATE FOUNDATION FUNDING INCREASE RECEIVED BY THE DISTRICT IN ALMOST 2 DECADES.

SAN-OTT INSURANCE CONSORTIUM MEETINGS

San-Ott Insurance Consortium meetings are scheduled to be held on the 3rd Wednesday of each month at 9:15 a.m. at Vanguard Vocational School administrative offices, 1306 Cedar Street, Fremont Ohio 43420.


FY25 SPECIAL EDUCATION BUDGET PUBLIC HEARING

A public hearing on the fiscal year 2025 Special Education Part B-IDEA Federal grant funding will be held at 5:45 p.m. to 6 p.m. on Tuesday July 16, 2024 prior to the regular monthly board meeting.  At the hearing information on the annual special education budget will be made available for discussion and comments from the general public will be allowed.  


DISTRICT RECORDS COMMISSION

The district's Records Commission holds a meeting annually at 5:45 p.m. prior to the district's Organizational board meeting each January. 


AUDITED FINANCIAL REPORTS

Audit reports from the latest completed financial audits for Genoa Area Local Schools may be provided for public view in the Treasurer's office at the Administrative Building at any time during regular business hours.

THE TRANSPARENCY IN COVERAGE ACT


The Transparency in Coverage Act (Consolidated Appropriations Act of 2020 and the No Surprises Act (Consolidated Appropriations Act of 2021) – collectively the “NSA” – included provisions requiring health plan sponsors to disclose certain information via the plan sponsor’s public website. Data files must be available to the public without restrictions that might impede information re-use.

STUDENT WELLNESS AND SUCCESS FUNDING

Genoa Area Local Schools received $221,095.73 in Student Wellness and Success funding (SWSF) in fiscal year 2024.  The funding was utilized for various expenditures that included a student resource officer (S.R.O.) in collaboration with Ottawa County, behavior health services through the National Youth Advocate Program (NYAP) and Ohio Guidestone as well as interpreting services from Resolute Interpreting.  The district also worked with the Mental Health & Recovery Services Board (MHRSB) of Seneca, Ottawa, Sandusky and Wyandot counties on various mental health, treatment and recovery supports.  In future years, the funding is planned to be utilized on the aforementioned items as well as guidance/counseling services while continuing to utilize the same/similar health services/community partners.
