Dr. Sharleen Santos-Bamba

Associate Dean,College of Liberal Arts & Social Sciences University of Guam
Dr. Sharleen Santos-Bamba is the Associate Dean of the College of Liberal Arts & Social Sciences at the University of Guam, an Associate Professor of English, CHamoru Studies, and Micronesian Studies, and is the first administrator of CHamoru descent in the College of Liberal Arts and Social Sciences. Her combined 23 years of experience in secondary and higher education, assessment and evaluation have positioned her to take on various roles and tasks related to student learning and achievement. Sharleen has publications that have contributed to discourse on language and literacy, roles of women, and culture. As an educational consultant, she has been contracted to provide training in literacy, assessment, and culturally sustainable education for the Guam Department of Education, the FSM school system, and ETS. She is an advocate of the production of indigenous literature and art and engages in initiatives that promote language, literacy, and indigenous ways of knowing. She is married to Vincent Bamba and they reside in Pago Bay.

Dr. Austin J. Shelton III

Dr. Austin Shelton joined the faculty of the University of Guam (UOG) in 2016 as an assistant professor of extension and outreach. He later received appointments to concurrently serve as the director of the UOG Center for Island Sustainability and UOG Sea Grant. Shelton is an Obama Leader Asia Pacific, a Micronesia Conservation Coalition Tide Changer Educator, and one of 50 Under 40: Emerging Leaders in the Government of Guam. Shelton locally advances the 17 U.N. Sustainable Development Goals. Together with the Office of the Governor of Guam, he co-chairs Guam Green Growth (G3), the island’s most comprehensive action plan ever created to achieve a sustainable future. Shelton is currently planning for an early 2021 opening of the G3 Circular Economy Makerspace and Innovation Hub, intended to stimulate new industries and put the transition to a green economy in the hands of the local community.

Eloise R. Sanchez

Eloise R. Sanchez joined PREL as a Senior Program Specialist in November 2020. Ms. Sanchez will focus in Social Emotional Learning (SEL) and Early Learning in her role within the Comprehensive Center Region 18. In her various roles with the Guam Department of Education (GDOE) over the last 36 years, Eloise has developed extensive experience in curriculum development, program development, and professional development. With the Division of Curriculum & Instruction, Eloise has overseen several programs from inception to implementation, including the Early Childhood Education Program, the Service-Learning Program, the Teacher & Administrator Effectiveness Project, and the Pilot Prekindergarten Program; and she has also supported the District’s Distance Learning Training Series Initiatives.

Sharon is a Second Year Associate Fellow at the Network of the National Library of Medicine’s Pacific Southwest Region. With a career in youth outreach and community engagement in libraries and museums, Sharon supports the network’s outreach and education efforts in public health and health misinformation. She is passionate about building STEM and digital literacies in K-8 students through collaborative programming.


Amy Reyes, MLIS

Amy is the All of Us Community Engagement Coordinator for the Pacific Southwest Regional Medical Library. After nearly a decade in public libraries working with youth services and makerspaces, Amy has pivoted to health sciences librarianship. Amy has years of experience with STEM programming for all ages, especially K-5th grade students, and has a particular interest in health literacy for children and their families. Amy is certified as a Consumer Health Information Specialist, certified in Youth Mental Health First Aid and is a member of the Academy of Health Information Professionals.

Carol Lally

US Securities and Exchange Commission
Carol Williams Lally is the Supervisory Attorney of the Complaints and Inquiries Branch of the Los Angeles Regional Office of the Securities and Exchange Commission. In this role, she serves as the office’s lead liaison to the enforcement and examination programs at other agencies, helps the office set its enforcement and examination priorities by managing the evaluation of all tips, complaints, and referrals, and oversees the office’s investor outreach programs. Prior to serving in this role, Carol worked for eleven years in the SEC’s Division of Enforcement. As Senior Counsel she played a significant role in many SEC actions, including obtaining emergency and permanent relief against the perpetrators of the multi-million dollar Mx Factors, Learn Waterhouse and Next Components offering frauds, successfully instituting and resolving one of the SEC’s early Rule 105 cases, Lion Gate Capital, and prosecuting investment adviser Total Wealth and its principals for misrepresentations to its clients invested in a $90 million private fund. She also served on the Division of Enforcement’s EB-5 Working Group, during which time she served as a principal liaison to USCIS and brought one of the SEC’s first EB-5 enforcement actions, American Immigrant Investor Fund. Prior to working at the SEC, Carol served as the Director of Legal Affairs for the Authors Guild and was an associate at Finnegan Henderson Farabow Garret & Dunner (DC) and Arnold & Porter (DC). Carol is a graduate of the Colorado College and Duke University School of Law.

Michelle Crisostomo

As a second generation bona-fide farmer, she also owns and operates Tiny Greens Guam, one of the leading producers of Microgreens for many of the island's major restaurants and hotels. She is serving her fourth year on the Board of Directors for the Guam Women’s Chamber of Commerce and is the previous Treasurer and chair of the Finance Committee. Her passion for progressive growth of household food security for her family and our communities, and empowering women with the knowledge and skill set to be self-reliant and operate their own self-sustaining farms was what planted the seed for Guåhan Sustainable Culture.

Catherine Payne

English Instructor, Author
Catherine Payne is an English instructor and a children's book author. She wrote the children's ebook A Pearl in the Night, the board book Ten Little Surfers in Hawai'i, and the picture book Chepchop Unai. Born and raised on Guam, she finds inspiration for her stories in island cultures.

Mary Markovinovic is the Chief of Public Affairs and an adjunct faculty member at the Daniel K. Inouye Asia-Pacific Center for Security Studies. She has more than 30 years experience in public affairs and has been teaching about social media trends, media relations, and crisis communication for 15 years.

Jane Barnwell

Jane Barnwell currently serves as the Head Librarian at Misk Schools in Riyadh, Kingdom of Saudi Arabia. Many GDOE librarians may remember Jane when she was Director of PREL’s Library and Information Literacy Initiatives from 2007-2014. She led numerous highly successful library development projects throughout the Pacific, including practical school library workshops on Guam, and spearheaded the LEAP program which helped to educate many information professionals. Ms. Barnwell maintains her close connections to the region serving in an Advisory capacity to the Executive Board of the Pacific Islands Association of Libraries, Archives, and Museums (PIALA). She holds a bachelor’s degree in anthropology from Michigan State University and a master’s degree in library science from The University of Michigan


Saina Rufina Mendiola

Saina Rufina Fejeran Mendiola was born on Saipan and raised on Guam since age 5. She attended Truman Elementary, Agat Jr. High, George Washington and the University of Guam. She wrote an indigenous children's story (Malingu Na Patgon) and 4 documentaries under ANA Grant GCC. She was also the Producer of first the Animated Film in CHamoru (Maisa) The CHamoru Girl who saved Guahan. She was involved in the First Immersion Program Master Plan Project K-5 at P.C.Lujan. She is a 35 year teacher veteran teaching CHamoru Language and Culture, an adjunct professor at the University of Guam, an administrator for GDOE CHamoru Studies Division, a Board member of the Kuision Fino' CHamoru, author of the Guam Preservation Trust Project Ekungok i Estoria-ta (Listen to our stories) and also wrote about the Bell Tower in Merizo and the Guam Legislature Building.
