Welcome to iACT: Interactive Learning for Active Citizenship—a digital learning package designed to cultivate active citizenship among Grade 10 students. This initiative is a research-based output developed by Closa (2025) under the study "Digital Learning Package for the Promotion of Active Citizenship Among Grade 10 Students."
iACT is a free and accessible online platform that provides educators with a collection of well-structured teaching strategies aimed at fostering active citizenship. Each strategy is carefully designed to align with specific learning competencies and is explained in detail to ensure effective implementation in the classroom. These strategies address three essential learning domains—cognitive, affective, and pragmatic—ensuring that students not only develop critical thinking skills but also cultivate empathy and the ability to collaborate with others in meaningful civic engagements. Through this holistic approach, learners are empowered to become well-rounded individuals who actively contribute to society.
Beyond teaching strategies, the platform also includes instructional modules and rubrics that support both learning and assessment. These resources focus on contemporary societal issues, enabling teachers to create authentic learning experiences that encourage students to apply their knowledge in real-world contexts. Ultimately, this digital learning package serves as a valuable tool in shaping responsible, informed, and engaged citizens.

The digital learning package is designed as a supplementary resource for Araling Panlipunan 10 teachers to enhance students' development of active citizenship. Its creation addresses the growing need to cultivate active citizenship among learners in an increasingly digital world. This initiative grounded in the objectives of Araling Panlipunan in fostering active citizens. However, various research indicates that there is a clear intention to strengthen citizenship education, its integration remains limited. Furthermore, fostering the necessary skills requires not only curricular adjustments but also a transformation in teaching methodologies and assessment practices to effectively achieve this objective (Canuto, 2022; Culminas-Colis and Reyes, 2024; Dayo, 2020; Garcia, 2020).
The digital learning package has four main topics:
Enviromental Issue - It deals with the causes and effects of environmental challenges and contribute solutions to improve people's quality of life. It focuses on topic such as environmental issues, climate change and disaster preparedness.
Economic Issue - It deals with the cause and effect of local and global economic issues which aims to develop the learners to be an informed citizen and good decision towards national development. It focuses on various topic such as globalization and unemployment.
Political Issue- It deals with migration that involves government policies, national security, international relations, and public opinion.
Human Rights and Gender Issue - It deals with the effects of issues and challenges related to gender and society which aim learners to become an active advocate for equality and respect for others as a member of the community.
