Historical Context

This issue must receive attention so that the foster care system can take the necessary steps to safeguard the children under its supervision as well as their futures. As time has progressed the foster care system has developed with new laws and regulations, but the numbers of children have either remained the same or increased over time. Below are some progressions over time to better the injustice of abuse and neglect in the foster care system. 

Orphan Train

The number of orphans was rising in 1854, so the Children's Aid Society organized railroad transportation to several Midwest locations so that 45 children could be adopted by nearby families. Approximately 3,000 children were adopted through the Orphan Train system between 1855 and 1875.

Children's Aid Society 

In the mid-1800s a minister named Charles Loring Brace created an organization called “Children’s Aid Society”,  due to the growth of homeless children. This organization was originally used to provide boys with basic education for a low cost of room and board at industrial schools.

Child Protective Services

 The biggest improvement for this injustice was on July 1, 1975, when all states were ordered for child welfare services to be available and created Child Protective Services.
