A student's U.S. school date is the first day a student attends school in the U.S. or U.S. territory.

Native language is the FIRST language of a student. It is the primary language spoken by the student at the onset of speech.

If a student is born in the U.S., can he/she qualify for EL services?

Yes! Student's qualify for EL services based on language proficiency, not birthplace.

If a student is proficient in all but one domain, can he/she still qualify for EL services?

Yes! Students must show proficiency in all four non-exempted domains in order to exit or not qualify for EL services.
