VCI Information
An Approved Community and Content Provider (CCP) is a vendor authorized by Excel Academy to deliver expanded learning opportunities funded through Instructional Funds (IFs). Approved services may include, but are not limited to: class fees, materials (if the CCP is also approved as a Materials CCP), enrichment activities, community-based learning opportunities, core subject academic support, and other expanded learning opportunities listed in Excel Academy’s current Approved CCP Directory.
To become an Approved CCP, vendors must successfully complete Excel Academy’s onboarding and approval process, which includes, but is not limited to:
Department of Justice Live Scan fingerprint clearance;
Proof of current business liability insurance;
A valid business license;
Full compliance with all other application and onboarding requirements.
The examples listed above are not exhaustive. Excel Academy reserves the right to interpret these guidelines and to make all final determinations regarding the use of IFs.
VCI PO Placement
**Please note that all service orders must be placed 10 days prior to the start of class to allow time for processing.**
Any orders placed after the first of the month for that month MUST be prorated to only pay for services provided 10 days after the order was placed and must include the service start date on the description line. Per the Family Service Agreement, Excel Academy will not pay for any services rendered prior to POs being created. For example, an order placed on 9/10/2024 must be prorated for services given on or after 9/20/2024.
CCP Policy
When using Instructional Funds (IFs) for approved services provided by Community and Content Providers (CCPs), the following policies and procedures must be strictly followed:
Compliance with Policies:
All school policies and procedures must be adhered to when utilizing IFs for any approved expanded learning opportunity.
Core Curriculum Requirement:
Before a student may place an order for expanded learning opportunities related to non-core, elective activities, the Teacher of Record (ToR) must verify that core curriculum materials are in place and that the student is demonstrating adequate progress toward grade-level academic standards.
Approval and Purchase Order (PO) Requirements:
Expanded learning opportunities must be pre-approved by the ToR, and a fully processed purchase order must be submitted and received by the CCP prior to the scheduled event or activity.
Excel Academy will not, under any circumstances, reimburse parents for services paid out-of-pocket.
Restrictions on Expanded Learning Opportunities:
No sectarian or denominational instruction is permitted in any course or activity funded with IFs.
CCPs must be fully approved prior to any payment being made for services.
IFs may only be used for services rendered to currently enrolled students and must occur on instructional days.
Excel Academy does not fund season passes, recital fees, or similar charges.
Excel Academy cannot pay for uniforms, belts, costumes, makeup, or ticket costs associated with any event or activity.
Unless otherwise required by law, IFs cannot be used to pay for transportation costs, including gas, mileage, parking, meals, or any similar expenses.
VCI Requests Over $500 per Month:
Any non-core or elective expanded learning opportunity request exceeding $500 per month must include a ToR note in the order confirming that the student is academically progressing and that a complete core curriculum is in place.
Prorating Late VCI Orders:
Orders placed after the first day of the month must be prorated to cover only services provided beginning 10 calendar days after the order placement date. The service start date must be clearly stated in the order description.
As outlined in the Family CCP Agreement, Excel Academy will not pay for services rendered prior to a PO being approved and created, including within the required 10-day approval period.
Example: An order placed on 9/10/2025 must only cover services provided on or after 9/20/2025.
