Services & Service Plans
This page addresses how to create and update the ESU Service Plan. It also includes the Master Service Catalog.
The Program Year for SMART begins on August 1 and concludes on July 31. All ESU and School Services and Service Plans are based on this calendar.
The SMART Master Service Catalog is the statewide inventory of ESU services that provides both continuity and flexibility in how services are articulated. The Master Service Catalog includes the following service categories:
Staff Development
Instructional Materials
Technology
Student Services
Grant Services
Other Services
Other (not a Requirement of SMART)
Each service category is comprised of individual services that are customarily provided by most ESUs. Some individual services are broken down into specific types of school district support.
The ESU Service Inventory is created from the Master Service Catalog. To create the initial ESU Service Inventory:
Select SERVICES
Select your ESU from the map
Select + Add Service button
All services included in the Master Service Catalog are listed
Select those services to be imported
Click the Import Selected Services button at the bottom of the page before moving to the next page
If a new service needs to be added to the Master Service Catalog, a request must be submitted via the Contact Us page.
Once new services have been added, the following information needs to be populated. To begin,
Select SERVICES
Select your ESU from the map
Your ESU service inventory appears at the bottom of the page; select the first service
On the Service Details page, click the pencil icon next to the service name
Description - By default, if a description is included in the Master Service Catalog, it is prepopulated; review the service description for match to the service that your ESU provides; maintain the description (advised) or modify it if desired; if your service description is significantly different consider adding yours as a new service
ESU Staff - Indicate which ESU staff will provide this service; if no ESU Staff names are provided, add staff by selecting ESUs ▸ Staff
AQuESTT Tenets - The AQuESTT Tenets for all services currently included in the Master Service Catalog are already designated
Funding Sources - Check all funding sources that are associated with this service
Implementation Objectives - ?
Schools Planning to Leverage this Service - when this information has been identified, place a check mark next to each school name
Click the Save button at the bottom of the page
Value of Service - Click the pencil icon next to Value of Service at the bottom of the page; indicate the following:
One Time Fee (optional) - Any one-time expense related to the service
Hourly Rate - An average hourly rate for this service based on those delivering the service
Amount Billed to School - Any expenses passed on to districts for this service
Once the ESU Service Plan for the upcoming year has been finalized, it is to be approved by the ESU Board according to ESU Board Policy and Nebraska Revised Statute 79-1222.

Select SERVICES
Select your ESU from the map
Change the Select Year option to the upcoming year
Select + Add Service button
All services included in the Master Service Catalog are listed
Current ESU services are in bold font and referenced with an asterisk (*)
Selecting those services to be imported into the upcoming year
Click the Import Selected Services button at the bottom of the page before moving to the next page
IMPORTANT: All services added must come from the Master Service Catalog. If a new service needs to be added to the Master Service Catalog, a request must be submitted via the Contact Us page. See instructions regarding "Add a New Service" (next)
To add new services that are not currently listed in the Master Service Catalog, a Contact Us message must be submitted via the About tab indicating the following:
"Request for new Master Catalog Service"
Name of new service
Description of new service
Category (i.e., Staff Development, Instructional Materials, Technology, Student Services, Grant Services, Other Services, Other (services provided to students)) Service Plans are based on this calendar
Notification regarding the status of the new service will be communicated once it has been approved and added to the Master Service Catalog
If a service is no longer provided, the service can be designated as no longer active
Click SERVICES and select your ESU from the map
On the list of services, select the service that you want to designate as no longer active
Click the blue pencil next to the service name
Uncheck the box next to Active and then click Save; this will remove the service from your service list
To reactivate a nonactive service:
Select SERVICES ▸ Services and select your ESU from the map
Select your ESU from the first dropdown menu
Select Inactive Only from the second dropdown menu
Select the hyperlinked service title in the Service column
Click the blue pencil next to the service name
Check the box next to Active and then click Save This will return the service back to your service list
