LOCAL EXTERNAL L&D INTERVENTION
External L&D Interventions are training programs from other government agencies, private entities, and non-government organizations that will be attended by ERDB personnel.
5.2. External L&D Interventions
a. If the L&D intervention programs identified in the IDP are not available in the learning and development plan of the Bureau, employees may be referred to external learning service providers.
b. Availment of external L&D interventions shall be reflected in the submitted IDP of the concerned employee and the felt-needs L&D interventions provided by the Division Chiefs and RDEC Heads. Priority shall, however, be given to employees:
· who have not yet availed of any external L&D interventions in the current year; and
· whose functions are relevant to the intervention.
c. The employee must be recommended by their respective Division Chief or Center Head and must be approved by the Director. Certain conditions such as, but not limited to, manpower and investment cost to the said training may be considered for approval.
d. Government officials and employees may be authorized to participate in conventions, seminars, conferences, and other activities conducted by non-government organizations or private institutions for a fee, as part of the human resource development government funds program of the government, chargeable against government funds. The registration or participation fee shall not exceed two thousand (P2,000) pesos per day for each participant. (National Budget Circular No. 563 dated 22 April 2016, items 3.1 and 3.2). The participation in said convention, seminar, etc. wherein the participant is willing to shoulder fees in excess of P2,000 per day may be allowed subject to the approval of the Director.
e. External L&D funded by the AFMD HRDS can be availed of by an employee once a year, except when the attendance is necessary as an official representative or a focal person and in other meritorious cases to be determined and evaluated by ERDB HRDC.
f. New employees who are under six (6) months probationary period are not allowed to participate. They may, however, be allowed to attend external L&D activities on official time, but at their own expense.
