Qualifications
Have at least two (2) years holding plantilla position at the time of application
have obtained performance ratings of at least Very Satisfactory for the last two (2) consecutive rating period
Performing duties and responsibilities relevant to the field of study/travel being applied for
Have no pending administrative case
Have no pending application and nomination for other study and non-study trips
Have not exceeded four (4) official foreign travel within a year
Have submitted all the required reports from previous foreign travels thirty (30) working days upon completion of travel and based on the prescribed travel format received by the HRDC Secretariat
Not a delinquent scholar
Requirements
Memorandum from the Division Chief/Center Head addressed to the Director, attention to HRDC Secretariat, indicating the following:
a. Justification of the nominee; and
b. Justification on how the activity complies with minimum criteria for travel pursuant to EO 77:
The purpose of the training is essential to the effective performance of an official or employee’s mandates or functions;
It is required to meet the functions of the department, agency, bureau or there is substantial benefit to be derived by the State;
The presence of the official or employee is critical to the outcome of the activity to be attended;
The projected expenses for the activity are not excessive of involve minimum expenditure; and
The activity shall not hamper the operational agency of the office.
