We may consider the power we required to maintain the 0 celsius of water for 10 minutes.
We can consider a bigger Peltier with bigger power and adding an insulating foam to increase the power density.
We can still evaluate the possibility of vortex cooling. One thing to emphasize is the pressure drop in the flow. Usually a pump is not enough for the desired pressure drop.
