ארגוני הבריאות והרווחה במגזר הציבורי בישראל מובילים בפרמטרים של חדשנות ארגונית. כך עולה ממחקר בינלאומי חדש שנערך באוניברסיטת חיפה עבור האיחוד האירופי ובדק ארגונים ציבוריים בתשע מדינות באירופה- בריטניה, אירלנד, הולנד, ליטואניה, סלובקיה, שבדיה, נורווגיה וספרד. במחקר שנערך על ידי פרופ' ערן-ויגודה גדות, פרופ' אביב שהם, ד"ר אילה רוביו, וד"ר ניצה שוובסקי מאוניברסיטת חיפה, נאספו 100 שאלונים מעובדים ומנהלים בארגוני בריאות ורווחה במגזר הציבורי בכל אחת מהמדינות. בנוסף, נערכו 15 ראיונות עומק עם מנהלים בכירים בארגונים אלה. המחקר מצא שהפרמטרים שמנבאים חדשנות ארגונית הם פתיחות ( שמשקפת את נטיית הארגון לקבל רעיונות חדשים), לקיחת סיכונים, אוריינטציה עתידית ( שמשקפת את יכולתו של הארגון לצפות שינויים והתפתחויות עתידיות), יצירתיות, פרו-אקטיביות (המשקפת את נטיית הארגון לחפש הזדמנויות חדשות) ולקיחת יוזמה לעצב את הסביבה לטובת הארגון. מתוך חמישה פרמטרים אלה נמצאים הארגונים במגזר הציבורי בישראל במקום הראשון בשלושה מהם ובשניים הנותרים במקום השני. כמו כן עולה שהארגונים הישראלים מצטיינים ביצירתיות: ציון של 4.25 מתוך חמש. במקום השני נמצאו הארגונים הסלובקים עם ממוצע של 4.21 ובמקום השלישי הארגונים הנורווגים עם 4.08 . גם באוריינטציה עתידית נמצאים הארגונים הישראלים במקום הראשון עם ממוצע של 3.93, כשאחריהם סלובקיה (3.89) ונורווגיה (3.55). הארגונים הישראלים היו במקום הראשון גם בםרו-אקטיביות: ציון ממוצע של 3.76, כשלאחר מכן מגיעים הארגונים הנורווגים (3.7) והספרדים (3.55). בלקיחת סיכונים אנחנו נמצאים במקום השני עם ממוצע של 3.19 לעומת 3.47 של הארגונים הסלובקים וגם בפתיחות ממוצע של 3.9 שני רק לסלובקים על ממוצע של 4.29.

1. התנהלות ההליכים המשפטיים: "העומס על מערכות משפט" (2007): ד"ר אמנון רייכמן, פרופ ערן ויגודה-גדות, ואחרים, אוניברסיטת חיפה.ניתוח השוואתי של 17 מדינות. במחקר השוואה של העומס בבתי המשפט בישראל לזה שבשש-עשרה מדינות מפותחות נוספות. המחקר דירג את המדינות לפי מידת העומס השיפוטי בהן, ובחן את השפעות מספר השופטים לנפש, היקף הפעילות המשפטית ושיעור ההקצאה התקציבית לבתי המשפט על רמת העומס של בתי המשפט.
