CollegeBoard: This is the website that issues the SAT.  Only practice tests for the SAT are available on this site. 

March2Success: This website sponsored by the U.S. Army has ample practice questions and tests. There is also an online course that can aid in your studying. If you are taking the ASVAB, you can find tips here.

Khan Academy: If you love videos, then this resource is for you. As you review certain topics of the SAT/ACT, there is likely a video on Khan Academy as well some practice questions.

ACT Academy: This is a free resource provided by the company that makes the ACT. There are personalized practice tests as well as lessons. 

Kentucky Virtual Library: Contains many tutorials and practice tests for the SAT/ACT.
