School-Based Management is to foster a collaborative, responsive, and effective educational environment that meets the unique needs of the students and the community while striving for continuous improvement and excellence in education
Governance
Managing a school system is a complex endeavor, even in the best of times. It requires the seamless coordination of programs, personnel, resources, and structures to meet the best interests of learners. However, the post-pandemic reality has presented unique challenges that require schools to go beyond traditional strategies. The COVID-19 pandemic disrupted education systems globally, leaving behind lessons in adaptability and resilience. As schools continue to recover, the focus has shifted to addressing learning gaps, rebuilding systems, and fostering community support for sustainable development.
At Teofilo V. Fernandez National High School (TVFNHS), these challenges were met with innovation, collaboration, and a steadfast commitment to excellence. The school emerged from the pandemic with strengthened governance, guided by a shared vision to provide not only quality education but also a safe, inclusive, and resilient environment. The experiences during the pandemic emphasized the need for flexibility in managing school operations, responding to evolving needs, and ensuring the continuity of education despite system shocks.
The success of TVFNHS has been rooted in the unwavering support of its stakeholders—parents, alumni, local government units, and community members. These partners have played a critical role in sustaining the school’s Projects, Activities, and Programs (PAPs) by contributing donations in cash, kind, time, and effort. This spirit of collaboration has been instrumental in helping the school address challenges such as resource shortages, infrastructure improvements, and the need for innovative teaching strategies to recover from the disruptions caused by the pandemic.
In the post-pandemic landscape, TVFNHS has redefined itself as a child-friendly school, where education is not just about academics but also about ensuring the rights, well-being, and holistic development of every child. Furthermore, TVFNHS has reached a milestone by attaining SBM Level 3-Advanced, with an impressive score of 86.09%, a testament to its adaptive governance and strategic leadership.
As TVFNHS continues to navigate the post-pandemic era, it remains committed to addressing the new demands of education, ensuring that students receive quality learning experiences while fostering a culture of resilience, collaboration, and inclusivity. By leveraging its strengths in governance and community partnership, the school serves as a beacon of hope and progress for its learners and stakeholders.

OUR SBM Expedition
The smooth flow of operation and maintaining harmonious relationship to the internal and external stakeholders had been possible as the school is adapting the School-Based Management way of life.
The School Based-Management system is essential since this is a tool for School’s operation which can develop human development of teachers, students, parents, administration, and the community. A total community transformation can be achieved if each one performs their functions and responsibilities
LEADERSHIP & GOVERNANCE
At Teofilo V. Fernandez National High School (TVFNHS), we believe that strong leadership and governance are the cornerstones of an effective and thriving school community. Our commitment to excellence extends beyond academics, encompassing the continuous professional growth of our teachers and the cultivation of leadership skills among our students.
To empower our educators, the school regularly conducts training programs, seminars, and workshops aimed at enhancing their professional competencies and pedagogical strategies. These capacity-building initiatives ensure that our teachers are equipped with innovative and research-based practices to deliver quality education. Through Learning Action Cell (LAC) sessions, peer mentoring, and collaborative planning, we foster a culture of continuous improvement and lifelong learning among our faculty.
At the same time, TVFNHS prioritizes the development of student leadership to prepare them for future roles as responsible citizens. Through programs like the Supreme Student Government (SSG), club organizations, and leadership camps, students are given opportunities to hone their decision-making, communication, and organizational skills. These activities empower learners to take initiative, lead their peers, and actively contribute to the school and community.
By focusing on both teacher excellence and student leadership, TVFNHS continues to build a school environment where governance is inclusive, collaborative, and responsive to the evolving needs of its stakeholders.
CURRICULUM AND INSTRUCTION
We aim to produce graduates equipped with 21st-century skills. We prioritize our learners by providing them with the best education, lifelong learning skills, and enduring understanding that they can apply in their chosen careers.
As part of our commitment to continuous improvement, the school conducts a regular Mid-Year Performance Review to evaluate students' performance and assess the curriculum's implementation. This process highlights best practices and identifies areas for improvement. Furthermore, students' academic performance is closely monitored through quarterly feedback provided during card-giving and the recognition of academic awardees. This open communication fosters a harmonious relationship among teachers, learners, and parents, strengthening the partnership essential for student success.
In today’s evolving educational landscape, we remain adaptive to challenges and innovations. Our teachers continually demonstrate flexibility and resilience, especially during times of change. They go beyond traditional teaching methods, offering tutorials, remedial classes, and community extension programs to ensure that every learner is supported. The school also leverages technology through online classes and constant communication via digital platforms, ensuring accessibility and engagement for all students.
Recognizing the diverse needs of our learners, special education classes are conducted by our certified SPED teacher, providing personalized support for students with special needs. Parents also play a vital role in their children's education by actively participating in various school initiatives, reinforcing the importance of collaborative efforts in sustaining quality education.
As we adapt to modern educational demands, TVFNHS remains steadfast in its mission to deliver excellence. This would not be possible without the concerted efforts of our administrators, teaching and non-teaching staff, learners, parents, community, and other stakeholders, alongside the full support of the Department of Education. Together, we are building a future-ready generation, prepared to thrive in an ever-changing world.
ACCOUNTABILITY AND CONTINUOUS IMPROVEMENT
Accountability and continuous improvement serve as the backbone for ensuring the smooth and effective flow of operations within the school. All school personnel, from administrators to teaching and non-teaching staff, are fully aware of their scope of responsibilities and remain steadfast in their commitment to addressing the school’s needs and concerns.
To uphold accountability, the school ensures transparency in all its programs, projects, and activities. This is achieved through regular performance monitoring, progress reporting, and collaborative planning sessions, which enable the identification of strengths and areas for development. Teachers and staff are provided with clear job descriptions and deliverables, fostering a sense of ownership and responsibility in carrying out their roles.
The practice of open communication and participatory governance further reinforces accountability. Stakeholders, including parents, learners, and community partners, are actively involved in decision-making processes, ensuring that their voices are heard and their needs are addressed. The school regularly organizes stakeholder consultations and dialogues, allowing for shared responsibility in the attainment of goals.
Continuous improvement is driven by a culture of self-evaluation and reflective practice. The school conducts periodic assessments of its performance through tools such as the Enhanced Basic Education Information System (EBEIS) and the School Improvement Plan (SIP). Best practices are highlighted, while interventions are implemented to address identified gaps. Professional development opportunities, including seminars, workshops, and peer mentoring sessions, are also provided to enhance the skills and competencies of teachers and staff.
Additionally, the school prioritizes learner-centered initiatives to ensure academic success and holistic development. Data-driven decision-making is employed to craft programs tailored to the needs of students, such as reading interventions, leadership development activities, and inclusive education programs. Continuous progress monitoring ensures that these initiatives are effective and sustainable.
By fostering a culture of accountability and striving for continuous improvement, TVFNHS remains dedicated to delivering quality education and upholding its vision of excellence. These efforts, bolstered by the collaborative support of all stakeholders, ensure that the school adapts and thrives in the face of evolving educational challenges.
