ABSTRACT
Reading is a fundamental tool that a child may perceive which will make a better individual that can understand life. Considering the importance of reading, this study was conducted to investigate the factors affecting the reading abilities of Bliss Elementary School Pupils as a basis for the development of instructional materials. Total enumeration has been used in this study. This consisted of the ten (10) teachers and fifty-nine (59) parents, whose children were struggling readers, for a total of 69 respondents. Quantitative research was employed using the mean percentage and t-test. The results revealed that the learners have poor study habits and low comprehension levels, teachers underwent overlapping activities, and the school head needs training and seminars on teaching reading. The absence of a functional library in the school was also observed because of the limited size of the school lot. Moreover, the parents' lack of knowledge and reading skills were also identified as factors that affect the reading skills of pupils. The study recommends the provision of instructional materials on reading, constructing a library, and training parents in reading. Parents and teachers must also encourage learners to develop good study habits by strengthening a school reading program and establishing home-based reading activities.
