School-Based Management Implementation in San Mateo North District: Using the Schools’ SBM Tool Assessment Results and School Heads’ Views

ABSTRACT
This study described the factors affecting the implementation of School-Based Management in San Mateo North District using the SBM Assessment Tool and the views of the 16 school heads as respondents. It utilized the Concurrent Mixed Methods Approach to describe the extent of SBM Implementation. Further, it employed a purposive sampling technique where only the elementary school heads were considered to attain the similarity of factors and parameters. It also used Mean, Percentage, and Chi-Square Test Analysis to test the relationships between the respondents' profiles and the extent of implementation of School-Based Management. The results revealed that San Mateo North District is at the Maturing Level of SBM Implementation with a mean rating of 1.91. It was found that age and number of years in the present position of the school heads are not related to the extent of implementation of school-based management while position, educational attainment, number of years in present school assignment, and size of the school are related to the extent of SBM implementation. Since the number of years in the present school assignment also affects the extent of SBM implementation, the transfer of school heads from one school to another must not be done frequently.
