The main purpose of this study was to determine the research literacy skills and practice of the Schools Division Office of Isabela as a basis for a training development program. Respondents were the 917-teaching staff and 22 non–teaching staff of SDO Isabela. This study applied descriptive-correlational design to determine the significant relationship between the respondents' research literacy skills and research practice. The tool used in the study was a self-made or a researcher-made questionnaire that underwent a test of reliability and validity. In addition, the said questionnaire was pilot tested in nearby SDO-SDO Cauayan City. The study revealed that the respondents' research literacy skills in writing action and applied research were low. The results also showed that the respondents’ research practice is seldom. Furthermore, there exist a significant relationship between research literacy skills and practice of the teaching and non-teaching staff of SDO Isabela. Finally, a training development program was crafted to address the respondents' needs in SDO Isabela. Based on the findings, this study recommends that there is a need to conduct massive training for all teaching and non-teaching staff of SDO Isabela to improve their research literacy skills and sustain their research practice.
