ABSTRACT

The Department of Education developed a Personal Financial Program to help address the concerns of its employees. Hence, the proponent recommended a contextualized program relevant to the unique situations and needs of SDO Isabela personnel which is the purpose of this mixed qualitative and quantitative research. Data were gathered through documentary analysis, survey questionnaires, and phone interviews. It showed that many respondents have a low level of financial literacy. It also revealed that the respondents' scores in the survey questionnaire were significantly different when grouped according to age and marital status. The study further discovered that one of the main concerns of the personnel in SDO Isabela was the recurring issue of existing debts. This research recommends a contextualized PFM program as an enhancement to the implementation of the DepEd-crafted PFM program for SDO Isabela personnel. Districts, schools, and learning centers shall implement the various learning and development programs through the Schools Division Office.
