Readiness and Challenges of Distance Education in the New Normal: A Basis in Designing Contextualized BE –LCP of SDO Isabela

ABSTRACT
The aim of the study was generally to explore the readiness and challenges in the delivery of Distance Education which served as a basis in crafting the Contextualized Basic Education Learning Continuity Plan of SDO Isabela. Utilizing descriptive survey, respondents were 27, 294 learners, 7, 537 Teachers, 519 School Heads, 44 Public Schools District Supervisors and 11 Education Program Supervisors. Results revealed that SDO Isabela caters to a total of 1,052 public schools, 240 Learning Centers, 10,936 teachers, 52 schools with DCP, and 708 schools with internet connectivity. Learners’ constraints include digital tools, internet connectivity and learning resources available at home. Blended learning, combination of face-to-face and modular, is the first option but since the latter is not allowed, schools opted for modular distance learning supplemented by radio and TV-based instruction. On the other hand, teachers, School Heads, Public Schools District Supervisors and Supervisors have moderate capability and readiness in implementing Distance Education. Major challenges encountered are limited digital tools, internet connectivity, and other resource materials. Educators need training to perform their roles in the implementation of the different modes of Distance Education. Given the situation, alternative recovery strategies are detailed in areas of curriculum and implementation division, school governance and operations division, as well as monitoring and implementation. The study generally recommends to implement a contextualized Basic Education Learning Continuity Plan that is timely, relevant, and meaningful to the learners and community.
