Implementation of National Competency-Based Standards for School Heads (NCBSSH) in San Manuel District: Its Impact to School-Based Management (SBM)

ABSTRACT


The study was undertaken to examine the impact of National Competency-Based Standards for School Heads (NCBSSH) on School-Based Management (SBM). It assessed the seven NCBSSH domains and the six SBM dimensions and test whether a significant relationship exists between school heads’ NCBSSH performance and schools’ level of SBM practice. Total population sampling was utilized. Mean and percentage distribution was used to analyze the results of NCBSSH and SBM assessments. Chi-Square Test was used to determine if a significant difference exists in school heads’ NCBSSH level of performance and on the level of SBM practice. Pearson r Correlation was used to establish the relationship existing between school heads’ NCBSSH performance and schools’ level of SBM practice. Based on the findings of the study, the following conclusions were made: School heads were performing the different domains of the National Competency-Based Standards for School Heads but there is a need to improve them. There was a significant difference in NCBSSH performance level on Instructional Leadership, while there was no significant difference on School Leadership, Creating Student-Centered Learning Climate, HR Management and Professional Development, Parent Involvement and Community Partnership, School Management and Operations, Personal and Professional Attributes and Interpersonal Effectiveness. Other researchers who would like to study topics related to the research study undertaken could look into the level of performance of the school heads to correlate in their KSA (knowledge, skills, and attitude) to the different domains and strands of the NCBSSH and dimensions of SBM.
