A concept paper is a brief document that explains the central idea of a project, researkch, or proposal.
It serves as a foundation before creating a full research study or project proposal.
In Empowerment Technologies (E-Tech 11), a concept paper often relates to ICT projects, online platforms, digital literacy, or productivity tools.
It helps clarify what the project is about, why it is important, and how it will be carried out.
Purpose of a Concept Paper
To present an idea clearly and concisely.
To convince others (teachers, peers, stakeholders) that the idea is worth pursuing.
To provide direction for implementation.
In ICT/E-Tech, it’s used to outline digital projects, multimedia outputs, or online learning initiatives.
Five Elements of a Concept Paper:
1. Introduction - includes the mission, vision and brief introduction of your project.
Explains what the project is about and its importance.
Example (ICT Project): “This project aims to create an interactive school website aligned with our mission to promote accessible and innovative digital learning.”
2. Purpose - includes the reasons why the project id worth it, and your sponsor's time , effort and money.
Explains why the sponsor’s time, effort, and money are valuable investments.
Example: “The website will improve communication between teachers and students, making learning resources more accessible and enhancing productivity.”
3. Description-includes the neccessary information about the project. In ICT, it involves the sites you are going to produced and the purpose od each and how they work in unison.
In ICT, it includes:
The sites, platforms, or applications to be created.
The purpose of each feature.
How these parts work together in unison.
Example: “The website will include a student portal for assignments, an announcements page for school updates, and an online feedback form. These features will work together to strengthen communication in the school community.”
4, Support- contains the budget for the project. Some Concept Papers do not specifu any amount requested from the sponsor.
May list equipment, software, manpower, and materials.
Note: Some concept papers don’t specify an exact amount but still outline the type of support needed.
Example: “The project requires computers with Microsoft Office, stable internet connection, web hosting, and design software.”
5. Contact Information-includes information on how the group can be contacted.
Ensures that sponsors or evaluators know how to reach you for clarifications.
Example: “For inquiries, contact: Juan Dela Cruz, Project Head – juandelacruz@email.com, 0912-345-6789.”

Concept paper should have five parts:
