Program Overview
The Alternative Learning System (ALS) is a flexible and inclusive basic education program of the Philippine Department of Education (DepEd) that provides learning opportunities for out-of-school children, youth, and adults (OSCYAs). Institutionalized through Republic Act No. 11510 (Alternative Learning System Act), ALS equips learners with literacy, numeracy, life skills, and competencies that prepare them for further education, employment, and lifelong learning.
Objectives
Provide equitable access to quality basic education for out-of-school learners.
Develop literacy, numeracy, and life skills aligned with the K to 12 curriculum.
Enable learners to complete elementary or junior high school through flexible learning pathways.
Prepare learners for employment, entrepreneurship, technical-vocational education, or further studies.
Promote lifelong learning and social inclusion.
Learning Delivery
The Revised ALS Curriculum uses a competency-based, flexible, and inclusive approach. Learning competencies are delivered based on learners’ initial and continuous formative assessments, which identify their learning needs, appropriate sequencing, pacing, and depth of instruction through differentiated teaching.
For BLP and A&E JHS, learners begin at the competency level identified through assessment—Beginning or Developing for BLP and Upper Intermediate or Proficient for A&E JHS. Instruction focuses on addressing learning gaps, and advancement to the next level depends on demonstrated mastery through formative assessments.
Competencies are implemented through the learner’s Individual Learning Agreement (ILA) and may be delivered through individual sessions, group sessions with learners of similar needs, or a combination of both, as determined by the ALS Implementor.
To promote meaningful learning, competencies across learning strands may be integrated, unpacked, and contextualized. ALS Implementors may use the curriculum’s sample unpacked and contextualized competencies as guides.
ALS programs may be implemented through modular instruction, face-to-face sessions and tutorials, or blended learning.
Given the higher academic demands of ALS A&E JHS and ALS SHS, ALS implementers should collaborate with English, science, and mathematics teachers for team teaching and instructional support, subject to separate guidelines. Learner progress shall be monitored through continuous formative assessment, with results documented in the ILA-RPL.
