The Cogburn Woods Elementary PTO operates under a set of bylaws that guide our mission, governance, financial stewardship, and commitment to serving our school community. These bylaws help ensure transparency, accountability, and consistency in how the PTO conducts business, manages funds, elects officers, and supports students, staff, and families.
The CWE PTO exists to:
Strengthen the partnership between families, educators, and the community
Support educational programs and enrichment opportunities
Provide financial resources that enhance student learning, technology, staff support, and school facilities
Promote the well-being and success of all Cogburn Woods students

Who can be a PTO member?
Any parent, guardian, caregiver, teacher, staff member, principal, or assistant principal affiliated with Cogburn Woods Elementary may become a PTO member.
When are PTO officers elected?
Officer elections are held annually in May.
How often does the PTO meet?
The PTO holds at least three general membership meetings each school year, along with regular Board meetings.
How are PTO funds managed?
The PTO follows strict financial controls, including annual financial reviews, dual-signature requirements, and member-approved budgets.
Can the bylaws be changed?
Yes. Amendments require advance notice to members and approval by a two-thirds vote of members present at a meeting where a quorum has been established.
