The FRC has identified expertise that can be mobilised internally to support the development of partner NSs. This positioning needs to be refined before the end of 2025 following discussions with the various components of the International Red Cross and Red Crescent Movement and on the basis of pilot projects carried out in the field.
It should be noted that, beyond the specific areas identified above, the FRC may, as part of its support for the Movement's efforts, provide financial and/or technical support for organisational assessments or strategic processes.

For the initiatives which are implemented by the National Society with the support of the FRC to be successful, several prerequisites must be met, including:
Analysis grid of prerequisites for the deployment of an NSD programme
On the part of the partner NS:
Transformation momentum driven by SN leadership for its development
Distribution of roles and responsibilities between governance and executive
Promotion of integrity and transparency
Structuring of the executive team at the central level
Functional branch network
On the part of the FRC:
Proven added value in relation to the identified need
Operational capacity (deployment of expertise and support),
Willingness to remain in partnership with this HNS in the medium/long term (not necessarily through a Delegation).
On the part of the CRF and the NS:
Quality/smoothness of the CRF/NS partnership (to be analysed over several years)

If you would like to develop an NSD approach, you can contact the NSD department via the HoD/desk, in particular its technical advisor based at headquarters. Their role is to support operations during the identification, implementation and evaluation of NSD programming with PNS. They also help identify and mobilise the internal or external expertise needed to roll out the NSD approach and participate in the Movement's technical working groups.

The FRC supports the development of PNSs through dedicated projects or by including NSD components in projects with a broader scope, such as a project aimed at preparing for or responding to a humanitarian crisis.

The FRC wishes to promote peer learning through:

Pool of Experts
The pool of experts makes it possible to identify the internal (or external) expertise needed to deploy the FRC's NSD approach. Through this pool, the FRC helps to mobilise this expertise to meet the needs identified by the NS.
The aim is to build a pool of experts who can be deployed to strengthen the organisational capacities of partner NSs.

L'Action internationale décentralisée (AID) is one of the FRC's preferred methods for helping to strengthen NSs, including their local structures. It encourages the mobilisation of actors in our national network (local or departmental structures, institutions, training institutes, national campus directorates) around their organisational development priorities.
This commitment is reflected in the availability of their resources and expertise, through participation in a project led by the DOI or by developing a new project with a local structure.

The FRC develops thematic training courses (Project development-MEAL, Institutionnal back-donors) which can be opened to NS teams.

Based on the above steps, you should be able to formalise priority areas for FRC support, with leadership from the SNH.
As the NSD approach is a long-term one, it is preferable to design a multi-year action plan. This formalisation should be set out in a specific document officially validated by both institutions and be subject to regular evaluation and review.
If a detailed organisational development action plan already exists at the NS level, this document may not be necessary. However, a certain level of formalisation is necessary to anchor the mutual commitments between the two institutions over time.
At the NS level, if the HNS does not have a recent OCAC, the NSD department develops an NS assessment tool. This tool identifies the resources and needs of the NS in order to best support the National Society.
At the branch level, if the branches do not have a recent BOCA, the NSD department has developed an interview grid for assessing the capacities and needs of the branches .

OG: Create an internal DOI forum for discussion around the NSD in order to strengthen the capabilities/knowledge of the FRC's operational teams on this subject.
