MECKLENBURG COUNTY DSS All ACCESS TO APPLY FOR BENEFITS CAN BE FOUND HERE.

DSS All Access Point: Mecklenburg County's Department of Social Services (DSS) has made its new mobile app even more convenient for customers. In June the department launched the app, which allows customers to upload applications, re-certifications, and other documents. Today, the department has added more features allowing customers to apply for Food and Nutrition Services, Medicaid, and energy assistance benefits from a single online location in English or Spanish. Customers can also take the online benefits self-assessment to see which services they are eligible to apply for. The app is user-friendly and can be accessed on any mobile or desktop device.

The app can be saved on your mobile device by using the following instructions:

For iPhone:

  1. Open your phone's web browser

  2. Type in the following web address: allaccess.mecknc.gov

  3. Select the Share icon at the bottom of your phone screen

  4. Scroll down and select "Add to Home Screen"

  5. Click the Add button and the All Access icon will now be available on your phone's home screen

For Android:

  1. Open your phone's web browser

  2. Type in the following web address: allaccess.mecknc.gov

  3. Select the Menu button at the top right corner or bottom right corner of your phone screen

  4. Select "Add to Home Screen" or "Add Page to" and follow the instructions provided

  5. The All Access icon will now be available on your phone's home screen

Food & Nutrition Services (FNS) – Intake & Redeterminations

Apply online at ePASS or through a mail for all applications and re-certifications. To receive a mail-in application and assistance in applying for benefits, call 704-336-3000. Recertification paperwork is automatically mailed to the customer’s last known mailing address. Completed recertification packets should be mailed to 301 Billingsley Rd Charlotte NC 28211. Customers can also call Customer Connect at 704-336-3000 for recertification assistance.

Adult and Family & Children's Medicaid

Customers can apply online using ePASS After the application has been submitted online, a DSS employee will reach out to complete the interview by telephone.

Low Income Energy Assistance Program (LIEAP)

Customers can apply online through ePASS or complete a mail-in application. To receive a mail-in application, call 704-336-3000.

Mecklenburg Transportation Services (MTS)

For transportation scheduling, call 704-336-4547.

Senior Congregate Nutrition Program (SCNP)

SCNP has closed all congregate meal sites and is delivering meals to food insecure customers. For confirmation on a food delivery, call 704-432-1111.

The Department of Social Services hotlines operate 24 hours a day, seven days a week to receive reports of suspected abuse or neglect. To report abuse of seniors or the disabled, call 704-336-CARE (2273). To report abuse, neglect or human trafficking of children, call 980-31-HELPS (43577).
