Support "Master of Educational Administration" for educational administrators to learn about educational systems and management methods, aiming to fundamentally solve educational challenges
In Cambodia, issues such as "poor teacher treatment," "errors in textbooks," "inadequate textbook distribution," and "low primary school graduation rates" cannot be resolved at the teacher training centre level alone, making the improvement of national education systems and policies an urgent priority. Our foundation, in collaboration with Ministry of Education, Youth and Sport (MoEYS), has established "Master of Educational Administration" to provide retraining opportunities for ministry administrators.

Background
In Cambodian education, the issues of "education quality" and "teacher quality" are of concern. At the field level, such as activities at Teacher Training Centre conducted to "train teachers," what cannot be addressed are aspects of the national education system and education policies. The development of textbooks and curricula related to "education quality" falls under the jurisdiction of MoEYS and the poor treatment contributing to the decline in "teacher quality" is a problem with education administration. However, even among administrative officials in MoEYS, the reality is that there are few opportunities to learn about education administration and systems, resulting in a lack of knowledge.
Given this situation, in October 2012, CIESF jointly established the "Master of Educational Administration" with MoEYS in Phnom Penh as a place for re-educating administrative officials and teachers of the ministry. This is a valuable place to learn the basics of education administration. By thoroughly learning education administration and policies of other countries over two years, it aims to increase the number of excellent administrative officials and teachers in MoEYS, and ultimately contribute to the development of leaders who will pave the way for the future direction of education administration in Cambodia.
Activity details
MoEYS embarked on a full-scale education reform (a 5-year plan) starting in 2014. As this reform requires high-level personnel in the education sector to have "a master's degree or higher,"Master of Educational Administration", despite being established only a few years ago, has come to play an important role in Cambodia's educational administration.
For the first three years after its establishment, CIESF covered almost all of the operating expenses. However, starting in October 2015, MoEYS began to share part of the operating costs, and it is now independently managed solely by MoEYS. CISEF continues to provide support by regularly dispatching Japanese lecturers to conduct intensive courses.

I belong to the policy department of MoEYS, but I didn't have much basic knowledge about making policy, so I entered "Master of Educational Administration" to improve my own abilities. Through taking lectures, I learned that improving education policy requires creativity, questioning, and research. I learned not only basic knowledge but also experiments, theories, and understanding the content of the classes. I want to consciously apply what I've learned not only within MoEYS but also to understand and address problems at the field level, such as in provincial schools, and work toward improvements.
