Extension is defined by CHED as the systematic transfer of technology, innovation or information generated by HEIs to their partners. In view of the mandate, the College of Fisheries of CHMSU designed and implemented a research -based community development programs and services which impacted the quality of life of people and the environment and strengthened the culture of the community or institutions, and quality of life (CMO NO.8, s. 2010)
The College of Fisheries Extension enables the extension programs to reach and touch the lives of communities and restore the environment through services which transfer knowledge and technologies to create impact on holistic and sustainable development programs toward people empowerment.
The Extension and Community Service Framework reflects the collaborative effort of all the sectors and sums up the harmonized operations of the College. The united and continuous collaborative efforts on research-based extension services among stakeholders lead towards the direction of improving the quality of life and attaining sustainable and relevant development of the community.
The objectives of the College of Fisheries were aligned to the University's Research and Extension agenda which are also parallel to the Harmonized National Research and Development Agenda in Agriculture, Aquatic and Natural Resources Sector (AANR) and focused on Fisheries and Aquaculture and Natural Resources and Environment.
By 2040, the College of Fisheries, with the different stakeholders and collaborators will have a long-term plan and implement policies to give the community Matatag, Maginhawa at Panatag na Buhay which are consonant with the core principles of theSDGs of sustainable development No. 1-No poverty, No.2-Zero Hunger, N0. 4-Quality Education, No. 6-Clean Water and Sanitation, No. 8-Decent Work and Economic Growth, No. 11-Sustainable Cities and Communities, No. 14-Life below water, No. 15-Life on land, and No. 17-Partnership for the goals.
The Extension and Community Services are one of the essential mandates of the higher education institutions to enable the educational programs to reach and touch the lives of the communities and environment. Through its various extension and community services, the college/university transfer knowledge and research-based community programs and projects to create an impact on holistic and sustainable development.
To achieve the Vision, Mission, Goals and Objectives of the college/university and to provide relevant, effective and efficient extension programs projects and activities, the College/University Extension Manual was crafted and revised for improvement.
The revised Extension Manual serves as a guide for the effective and efficient operation of the extesion programs and projects of the university. This manual guides and directs the extension workers of theuniversity including the College of Fisheries to address the needs of the community, help save and protect the environment and improve the lives of the people especially the xtension beneficiaries.
The College of Fisheries researchers and extensionists started all the Extension programs and projects by collecting facts through assessments of the needs and geographical sites and conducting socio-economic and demographic profiles of the community. The data were analyzed to identify the most critical problems. Issues were presented and discussed with the stakeholders including the local officials and community members inorder to devise solutions. The team then analyzed the strategies for possible intervention. The logical framework of the programs/projects was structured by identifying the goals, objectives, and outputs. The inputs /activities were properly planned to attain the goals of the program/project. The full proposals were submitted for in-house review. The presented proposals were scrutinzed and endorsed by the Extension endorsement council. Further, those were endorsed for budget allocation, and endorsed by the President to the Board of Regents ( BOR) before implementation. The implemented programs/projects were then monitored and evaluated.
The College of Fisheries Extension and Community Services (ECS) Office actively serves the communities by implementing adequate, relevant, research-based, environment-friendly and responsive extension programs, extension projects and extension activities. It is under the supervision of the campus Executive Director, Dr. Joevelle B. Vergara. The ECS Office is spearheaded by the College Coordinator, Ms. Eden E. Gallano and the Fisheries department Coordinator, Mrs. Rosebella L. Malo. The implemented services of the College of Fisheries are led and cooperated by the different faculty members whose expertise and specializations are aligned to the specific extension programs and projects they are implementing.
