The subsistence fisher folk in the 3, coastal areas are dependents on coastal resources in which 78.6 % as fishermen, 8.1% as farmers, 11.2% as fish vendor and 2.1% in other source. In terms of income out of 111, 44 or 39.64 has an income of 1,100-2,000, 32 or 28.83% has an income of above 2,100 to 3,000 and 9 or 8.11% has a higher income which is above 6,000. According to the National Statistic Coordinating Board of USAID, families having a monthly income of PPh 1,681 is considered extremely poor, 5,458 for food, and those with an income of 7,821 is for clothing. It gives indication that the coastal fisherfolks are considered the “poorest among the poor”. ( FISH Project, 2015, BFAR on line Information, 2015).
As outcomes of various Ocular and Needs Assessments, Sociodemographic Profiling and Seminar Workshops conducted by the College of Fisheries, different Extension programs, projects and activities were designed to support the extension objectives of the institution.

For the successful achievement of the objectives of the extension Services offered by the College of Fisheries, Stakeholders Participatory Approach was applied.
The SAVERS program is an environmental program focused on protecting the coastal fisheries led by Mrs. Rosebella L. Malo. It comprised 5 projects, the GREEn Project led by Mrs. Daisy G. Cari-an, the Sagip Tubig ‘Operation Linis Basura, Operation Bantay, spearheaded by Mrs. Rosebella Malo of the College of Fisheries, and Mr. Meo J. Mallorca from the College of Criminal Justice Education. The Solid Waste Management Project is led by Mr. Kervin Mahinay, Save the Air Project and Enviro-Outreach Project by Mr. Ronie Kirt Sarimong. The program was created in response to the urgent call of the government on a crucial problem in the solid waste pollution in coastal areas of Binalbagan. The program was implemented in 3 coastal barangays of Binalbagan.
To attain the program's objectives, the team conducted series of ocular assessments, socio-demographic profiling and researches on Stakeholder's Participation in Coastal Fisheries, and Perception of the Community in Coastal Resource Management in Binalbagan: Challenges in Co-Management Approach.
Results of the ocular inspection on solid waste pollution in coastal area of different Purok of Brgy. Enclaro, Binalbagan, Negros Occidental
The preliminary data gathering activities through socio-economics and environmental impact assessments and ocular assessment in the 3-hectare lot assigned to GREEn Project were conducted in Sitio Nabuswang, Brgy. Canmoros, BInalbagan, Negros Occidental on October 26-27, 2018. The assessments were conducted by Mrs. Daisy G. Cari-an, GREEn Project leader, Mrs. Rosebella L. Malo, SAVERS Program leader, and Mr. Kervin B. Mahinay, in charge of the documentation. The data were collected from 20 residents, members of NEMPA (Nabuswang Ecopark Mangroves Planters Association) and Bantay Dagat of Brgy. Canmoros.
Mrs. Daisy G. Cari-an (in blue jacket), GREEn Project Leader, and Mrs. Rosebella L. Malo (in black t-shirt), SAVERS Program Leader during the face-to-face interviews with the officers and members of the Nabuswang Ecopark Mangroves Planters Association (NEMPA) regarding the socio-demographic the activity. NEMPA is an accredited People's Organization of the islet that led in the mangrove management and conservation activities such as mangrove planting and reforestation and also the adopted People's organization of the SAVERS Program's GREEn Project.
On December 11-12, 2018, the SAVERS Program and the Criminology department conducted a clean-up drive along the roadside and river banks of Sitio Pasil and Purok Vietnam Rose, Brgy. Enclaro, Binalbagan. Gift-giving activity in Sitio Pasil and Purok Daisy was spearheaded by Mr. Meo J. Mallorca, leader of Sagip Tubig project with six (6) faculty members and 100 Criminology students. The recipients of the gift giving were the 50 households in Sitio Pasil and Purok Daisy, Brgy. Enclaro, Binalbagan.
The President of Vietnam Rose, Mrs. Sharon T. Bandiola, requested SAVERS Program to assist them in preparing for the Clean and Green Christmas activity. The team of Dr. Mario Abeto, Mrs. Daisy G. Cari-an, Mrs. Rosebella L. Malo, Mr. Kervin B. Mahinay of the Fisheries Department, and Mr. Ronie Kirt S. Sarimong of the Criminology Department responded the request. The preparation of clean and Green Christmas was assisted by 25 members of the community of Purok Pasil and Purok Vietnam Rose.
Mrs. Daisy G. Cari-an, GREEn Project Leader, and Mrs. Rosebella L. Malo, SAVERS Program Leader, facilitated the signing of the Memorandum of Agreement for GREEn Project in Sitio Nabuswang with Mr. Zerxes Cari-an, MAO Representative in the Municipality of Binalbagan, on January 20, 2019.
The team of the Fisheries and Criminology departments conducted three (3) days of reassessment of Alo creek from July 9, 10, and 11, 2019. The data were collected by 14 faculty members assisted by three (3) community members. Data were gathered from 76 household members living along the river bank.
After conducting the Re-assessment, the SAVERS Program team met and discussed the results of the activities. Mrs. Rosebella L. Malo presided the meeting. It was attended by 12 out of 13 (92.3%) of the faculty involved in the program and its activities. The group conversed about the problems discovered during the assessments and came up with solutions and one of which was to conduct seminar workshops to enhance the awareness of the people in the community and to win their commitment and cooperation to help in the implementation towards sustainbility of the extension programs of the college.

Mr. Angelo Omar J Rivera, Solid Waste Focal person of the SWAB-Binalbagan talked about on the Solid Waste Management issue in Binalbagan and further stressed the problem of solid waste disposal, and SB Ursecio B. Inodeo, Chairman Committee on Laws Regulation and Public Ethics he talked about the anti-smoking act and burning of waste which contributes to air pollution. The seminar workshop was participated by 28 faculty of CHMSC, 24 students from the different student organizations, and 23 community members of whom 4 were presidents of their respective purok. Open forum during the seminar was actively participated by the participants.

The seminar were attended by 26 faculty members. Forty (4o) students from different student organizations such as Fisheries Student Organization (FiSO), CHMSC-SAVERS, Teacher Education Student Organization (TESO, and Organization Student Organization, and 34 community members from four (4) purok and 3 Barangay officials. There are four (4)speakers, namely Ceasar M . Gayem-Head of MAEO (Municipal Agricultural Environment Office) Binalbagan, Zerxes Cari-an-Agriculture Technologist, Vanessa De Dios-PEMO (Provincial Environment Management Office) Representative, and SB Ursecio Inodeo of Binalbagan. Mr. Ceasar Gayem emphasized Mangroves law, and Mr. Zerxes Cari-an spoke on from Ridge to Reef Approach. At the same time, Mrs. De Dios stressed the effect of disposing of plastic on the bodies of water, the turtle, and other wildlife. She further emphasized necessity and possibility. Nothing is impossible if the law on solid waste is implemented. The last to speak was SB. Inodeo said there is a need to formulate the policies, especially in RA 9003.
Mrs. Daisy G. Cari-an spearheaded the Greenlane project which was under the GREEn Project of the SAVERS Program. The project commenced on September 13, 2019 and was situated in the road shoulders of Brgy. Enclaro, Binalbagan. The opening activity was participated by three (3) faculty from the College of Fisheries and four (4) faculty from the College of Criminology. The participants of Green Lane were from criminology and BS Fisheries students with the total of 291. The Green lane project beautified the roadside of Purok Daisy and Purok Vietnam by planting it with ornamental plants and vegetables and the harvests from the project provided foods and extra income to the families of the project's beneficiaries especially during the time of pandemic.
On September 20, 2019, the SAVERS Program team conducted cleaning and planting of vegetables in the recycled materials. This is participated by six (6) faculty of the College of Fisheries and Criminology, and two hundred five (205) students from Fisheries and Criminology Department. The planted vegetables were harvested by the local community specially in times of pandemic last March 2020.
September 27, 2019
The SAVERS Program joined the Environmental Celebration 2019 by conducting clean-up drive along Enclaro Creek on September 27, 2019. The activity was spearheaded by the SAVERS Group. This activity was participated by twelve (12) faculty members, three hundred fifty-five (355) students from various students' organizations like FiSO, WBM, UOEP, and SAVERS Organization. Ten (10) Local Government Units and Fourteen (14) Non-Government Organization (Tau Gamma Triskelion Grand Fraternity), with the total of three hundred ninety-one participants.

The SAVERS Program team cleared and cleaned the area at Purok Santan, Brgy. Enclaro, Binalbagan last October 23 and 25, 2019. It was participated by 10 faculty from the College of Fisheries and Criminology, 135 students, and 4 community members/program beneficiaries.
October 30-31, 2019
On October 30-31, 2019, the GREEn team installed trellis and planted vegetables along the lanes beside the roads at Purok Santan, Purok Vietnam Rose, and Purok Daisy, Brgy. Enclaro, Binalbagan. It was participated by 7 faculty, 93 students, and 14 community members with the total of 114 participants.
December 14, 2019 and January 31, 2020
The SAVERS Program's GREEn Project team cleared and cleaned the area assigned by the Brgy. Council of Brgy. Enclaro for the Green Niche Project located at the side of the Brgy. Hall. Mrs. Cari-an spearheaded the activity with Mrs. Libo-on, Mrs. Engojo, and Mr. Gañon. The area was planted with different vegetables. It was participated by 12 faculty Green members, 82 students from Fisheries and Criminology, and 15 Enclaro Women Association Group (EWAG) led by Marcelina Dela Cruz. The activity was participated by 109 participants.

Mr. Arnold Talorong, Criminology Instructor and Enviro-Outreach member was the speaker of the Seminar. He gave emphasis on the safety precaution especially on the things needed in conducting a series of operation linis basura in Alo Creek, Brgy. Enclaro, Binalbagan. He further stressed on the proper or correct way of using face mask and PPE during the conduct of clean-up drive. Mrs. Sharon Bandiola, Purok President of Purok Vietnam Rose actively participated and raised questions particularly on the mechanics of the clean-up drive in Alo Creek and the provider of the different materials to be used in that said acitivity.
The activity were participated by 8 faculty members of SAVERS program and 43 selected community households' members in 4 different coastal purok of Brgy. Enclaro.

Mr. Ronnie Kirt Sarimong, Save the Air Project Leader presented the proper waste segregation and emphasized the use of gloves, masks, and PPE in handling different types of waste. The attendees must observe safety protocols, especially on face to face situations. The participants actively participated and demonstrated the proper way of waste segregation. It was participated by 51 participants, of which 4 were faculty and 47 community residents.

The speaker in this seminar was Mr. Kervin B. Mahinay, a Fisheries Instructor and active adviser of Fisheries Student Organization and at the same time leader of Solid Waste Management Project and he is also in charge in documentation. Sir Kervin deliberately discussed on the effect of basura to the ecological system, environmental pollution as well as to health of the community.
The seminar were participated by seven (7) faculty members of SAVERS program 43 community members elected of the different Purok including with 5 Purok President.
November 21 and 23, 2020
Another clean-up drive was conducted in Purok Daisy, Brgy. Enclaro and the community participated in waste collection of which the collected waste exchange of goods and with extra money given if the collected waste is more than 10 sacks. It was participated by 12 faculty, 28 students, and 96 community members with the total of 146 participants.
November 27, 2020
The community engaged in rubbish collection during the clean-up campaign, held in Purok Vietnam Rose and Sitio Pasil of Brgy. Enclaro. The community members who participated bartered the waste that they collected with food items and extra money was given if the amount of their collected waste was more than 10 sacks. Six (6) academic members and seventy-four (74) community people made up the total of eighty (80) participants.
December 1 and 5, 2020
During the cleanup effort that was organized in Purok Santan, the locals helped in collecting the trash. The solid waste that was collected was bartered with commodities and cash. The faculty members weighed the waste and the Barangay garbage-collecting truck collected it. There were 151 participants in the said activity including 12 staff, 2 students, and 137 members of the local community.
The Tilapia Production and Management program was a livelihood program focused on grow-out culture and management of tilapia led by Program Leader Mr. Aniceto D. Olmedo and Dr. Imee R. Perante as Assistant Leader. It comprised three (3) projects: Tilapia Broodstock Management, Tilapia Hatchery Operation and Grow-out Production, and Tilapia Value Adding and Product Development. The program was created in response to the request of the Damutan Agro Forestry Farmers Association (DAFFA) of Brgy. Damutan,Hinoba-an ,Negros Occidental.

Dr. Andrew D. Ordonio talked about Aquatic Animal Health Management on Tilapia Farming and Mr. Aniceto D. Olmedo were presented about Tilapia Nutrition and Feeding Management for Tilapia Aquaculture. There were 49 participants in all, including five (5) instructors and 44 beneficiaries.
Activities from Day 1 were recapitulated. Dr. Mary Ann P. Goroy spoke on the second day of activities and covered advanced technology aquaculture. The beneficiaries received Certificates that were awarded.
July 15-16, 2021
On Day 1, the morning lecture was given by the program leader, Mr. Aniceto Olmedo, with the title "Hatchery and Grow-out Management of Tilapia." Dr. Andrew D. Ordonio spoke about Nile Tilapia Water Quality Management in the afternoon. On Day 2, Ms. Gracel Geroy presented the topic entitled E-Marketing of Tilapia Aquaculture Product, and Mr. Joken E. Villanueva discussed about Technological Advances in Tilapia Aquaculture. Cherry L. Sarnate, DAFFA, Chairman, presented project status and updates. Following the presentations, open fora were held. A total of 50 people attended the seminar, including five (5) academic members and forty-five (45) beneficiaries.
April 28-29, 2022
The status of the fish processing industry in the Philippines was discussed by Mr. Aniceto Olmedo. Pagtitinapa ng Tilapia was the topic of another lecture by Ms. Jill Sismo-an, Aquaculturist/Technician-Office of the Provincial Agriculturist. Dr. Andrew D. Ordonio shared information on the CHMSU-development RDU's of a tilapia value-added product. The discussion was followed by an open forum. With a total of 64 participants, 56 beneficiaries and 8 staff members actively participated in the activity.
The Tilapia Production Management Program focused on freshwater pond tilapia. The program was introduced at Brgy. Minoyan, Murcia, Negros Occidental Program for their Tilapia Raising Project. This program comprises three (3) projects: Tilapia Broodstock Management, Tilapia Hatchery Operation and Grow-out Production, and Tilapia Value Adding and Product Development. The program's implementation was based on the request of the MOPCA President of Brgy. Minoyan, Murcia.

The lecturer of that training was Mr. Aniceto Olmedo who presented about the History of Tilapia in the Philippines and Tilapia Broodstock Management. Another speaker, Dr. Imee Perante, talked about Tilapia Feeds and Feeding Management. The open forum was actively participated by the participants. This training was participated by 30 participants, five (5) faculty, and twenty-five (25) beneficiaries.

Dr. Andrew D. Ordonio assisted in giving tilapia fingerlings to the beneficiaries. Mr. Aniceto Olmedo talked about Feeds and Feeding with Emphasis on Tilapia Nursery, Grow-out, and Broodstock Development. The event was participated in by 40 participants comprised of 35 beneficiaries and five faculty members.

Ms. Jill Sismo-an, Aquaculturist/Technician, Office of the Provincial Agriculturist, is the speaker of this training. She demonstrated tilapia chips and smoking tilapia. It participated three faculty and forty-five beneficiaries.
The Tilapia Production and Promotion Using Green Aquaculture Technology Program was conducted to the Camindangan Planters and Farm Workers Association (CAPFWA) at Brgy. Camindangan, Sipalay City, Negros Occidental. This program comprises three (3) projects: Green Technology on Tilapia Production, Organic Tilapia Product Development and Value Addition, and Organic Tilapia Marketing, Production Economic and Product Certification. The program's implementation was based on the request of CAPFWA Chairman, Mr. Richard Vallota.

Training On Organic Tilapia Marketing, Production Economics, And Product Certification was participated eight faculty and thirty-five beneficiaries.
The Livelihood projects and Capacity Building Program were led by Program Leader, Dr. Roger Ray S. Manzano. The program comprise three (3) projects such as Capability Building/Skills Training/Seminar (ICAC and Post-Harvest Trainings), High Volume Low Density (HVLD) Marine Fish Cages, and Mangrove Resource Rehabilitation and Mangrove Eco-Park. This program are externally funded by the Office of the Presidential Adviser on Peace, Reconciliation and Unity, in the collaboration of Hinoba-an Municipal Fisheries and Aquatic Resources Management Council (MFARMC) and Hinoban-on Entrepreneurs and Leaders Partnership (HEALP Association, Inc.).
Seminar-workshop’s Resource Speaker, Prof. Daisy G. Cari-an demonstrated to the participants the proper way of handling and deboning of milkfish. All participants showed interest and willingness to learn during the activities. They all attentively observing during the demonstration. Prof. Rosebella L. Malo, Seminar-workshop’s Trainer demonstrated the different ways of marinating deboned milkfish in different styles. One of the most participative Seminar-workshop’s participants helped in the actual process of marinating the boneless milkfish.
Dr. Taleon gave lecture to the participants what is Hazard Analysis and Control Point and Standard Sanitation Operating Procedure.
Mr. Mahinay gave lecture on Hygienic Requirements and practices to the Seminar-Workshop participants. He stressed the significance of proper hygiene in the fishing to packaging of the fish products.
Prof. Daisy G. Cari-an gave lecture and demonstration on Milkfish (Bangus) Deboning to the members of the People’s Organizations in Hinoba-an.
To the same event, Prof. Rosebella L. Malo delivered lecture on Marinating Boneless Bangus in Different Styles.
30 participants attended the lecture and demonstration on Net Mending, 100% of the participants actively participated in the return demonstration.

The Hon, Brgy. Captain of Enclaro read and scrutinized the data submitted and offered his full support to the program of the college.
The results of the assessments conducted were forwarded to the Municipal Agriculturist Office' representative Mr. Zerxes Carian (in green t-shirt) a Fisheries Technologist. He mentioned that the Municipality was very willing to support the advocacy of Green and Clean Environment which was also the advocacy of the College Extension program..
Mrs. Rosebella L. Malo further submitted also the report to the office of the Mayor of Binalbagan (at the top) and Mrs. Daisy G. Cari-an also reported the results of the assessments to Mr. Jaime Delprado in-charge of Health Department.
The Extension Director Mrs. Mary Grace Nacionales (upper left) gave her inspirational message to the participants. Mr. Ceasar Gayem (upper right) Head of the Municipal Agriculture and Environmental Office (MAEO) emphasized about Mangrove related Law and Mr. Xerxes Cari-an (left) Municipal Technologist talked on from Ridge to Reef Approach. Mrs. De Dios of PEMO (right) stressed her report on the effect of disposing plastic in the bodies of water and its bad effect to the turtles and other wildlife. She emphasized the necessity and possibility of helping and believed that nothing's impossible if the law on solid waste will be religiously implemented. The last speaker was Hon. Inodeo (below) Municipal legislations in charge who confessed that the Municipal Council needed to formulate effective and efficient the policies especially in RA. 9003.
Mr. Omar J. Rivera the Solid Waste Focal Person of SWAB – Binalbagan talked on the Solid Waste Management Issues in Binalbagan, He gave emphasis on the problem of solid waste especially on the disposal of waste. The seminar was attended by 4 Purok leaders namely from Purok Vietnam Rose, Purok Daisy, Purok Santan and Purok Bougainvilla and with them were the household members. The seminar was also attended by the different student organizations, faculty members and staff of CHMSU-Binalbagan Campus.
SB Inordeo, in charge of Legislation and Eethics of Binalbagan Council talked on anti-smoking act that focused on the issue on smoking cigarettes as one contributor to air pollution. The participants were the fathers and mothers of each household, barangay officials, students, faculty members, staff and SAVERS Program's leaders and members.
