1: Congress is split up into the House and the Senate; however, for most competitions, it's the House.
2: Legislation is published a week before the competition.
3: Representatives will prepare speeches of up to 3 minutes in length on the bills they wish to speak on.
4: Debate on speeches given by Representatives will be split up into 4-2 blocks of questioning.
5: The first two speeches are followed by 4 blocks of questioning. Representatives will raise their placards and be chosen on by recency.
6: Speeches following the first two are always followed by only 2 blocks.
7: After all speeches are given, Representatives will vote in favor of or against the bill.
