Scholars in the Initial Educator Program or Traditional Add-on Program must apply for an LWS1 with the DPI annually as well as provide the program with a copy of the PI-1624-LWS1 form and actual issued license. More info about this process can be found below.
IMPORTANT! You can only be emergency licensed in special education for a maximum of three years.
In order for CESA 7 to certify your annual progress, you must:
Complete the equivalent of six (6) credits between July 1 of the previous school year and August 31st of the upcoming school year. Usually, this evidence is found on your scholar success plan. We consider 10 instructional hours to be the equivalent of 1 credit hour.
Complete the top section of the PI-1624-LWS1-PROG form and send it to jwildenberg@cesa7.org for review and signature by the TDC Dean.
If adequate progress wasn't made, you will have to submit the following:
School District Exception Letter - This letter should be done on district letterhead and signed by your HR or a senior administrator. It should explain the circumstances surrounding failure to make adequate progress and a plan that will establish "clear and convincing evidence" that the scholar will make adequate progress in the requested school year. Copy of your success plan (this is the clear and convincing evidence)
IMPORTANT! You should submit your PI-1624-LWS1-PROG form by July 31st at the latest. If you are still working to complete your progress after July 31, please let the Scholar Advisor know.
Initial Submission:
Have your district complete the PI 1624-LWS1 form, indicating that you are enrolled in the CESA 7 Teacher Development Center and the anticipated completion date (usually two school years from your program start)
Renewing:
If you are renewing, you will have provide your district with the PI-1624-LWS1-PROG form. The district will have to mark the appropriate box in section II of the PI-1624-LWS1 form.
Other Actions:
Save the form for later uploading to the ELO website (see steps below)
Send the form to jwildenberg@cesa7.org
DPI has very specific requirements regarding the types of transcripts they will accept. Please read their transcripts page thoroughly.
Do you have transcripts from outside the country? If so, you will need to have them evaluated by an approved credentialing agency.
Creating an account and logging in are both the same process. Enter the last five digits of your social security number, date of birth and legal first name and confirm you are not a robot 🤖.
IMPORTANT! If you are logging in for the first time, it is critical that you check to ensure your information is all correct. This will be the information that creates your account and you will have to enter that same information when you log in in the future.
When you log in, you will see a box at the bottom of the page. Enter the options shown in the graphic and the bulleted list below.
1-Teacher Category
A-Teacher (including 5-Year Sub) [T001]

Then press Go! to move forward in your application. You will be led through a number of screens.
NOTE! If you get stuck, don't worry. Your application will be saved in the system for 10 days. You can always pick up where you left off.
You will be asked to provide information about the following topics:
License requirements questions - You will be asked to confirm your degree level, whether or not you completed the required training and if you have ever held a teacher or administrator license
Your name , date of birth, and social security number
Your home address, phone number, and email address
Your degree information
Your work history (optional)
The next step is to upload your documents. It is important to note that documents should not exceed 2MB (megabytes) or 2000KB (kilobytes) in size.

the PI 1624-LWS1-PROG form provided by their educator prep program (CESA 7 TDC)
To Upload Documents
Click the dropdown menu next to the words "Attachment List" and select the appropriate attachment type (either Transcript 1 or Verification of Training).
Click the grey "Choose File" button and find the file you would like to attach.
Click the blue "Attach File" button at the bottom of the screen.
Wait until your attachments shows up in the "Files Attached" list.
When both files are attached, click the blue "Next" button.
You will see a screen with all your information. You should review the information carefully. In each section, there will be a blue "Edit" button that you can click to make corrections.
When you have confirmed the information is correct, you can click the blue "Submit" button at the bottom of the screen.
You will then come to another screen that will require you to certify that the information is true and complete.
After certifying, you should be shown a screen that will allow you to click on "Quick Start" to navigate to the ELO cart. You will also receive an email with a link to complete your payment
We shared this step above, but you will see it again in the application. You will be asked a series of questions that will help you determine whether or not you need to be fingerprinted by FieldPrint.
Also, you will have to answer some conduct and competency questions that the DPI needs to ask to confirm your suitability for licensing.
If the DPI has any questions or needs more information, they will contact you via email. Ensure that you are checking your spam folder. If you have questions about the status of your license, you can check the "Check My License Application" status page. This page lists current processing times for each license type.
