Wisconsin state statutes, the Department of Public Instruction and the CESA 7 Teacher Development Center require candidates pursuing licensure to pass standardized tests in order to receive the endorsement of the program. Tests vary by licensure area. Some of the common tests and resources can be found in the sections below.

Important Update: The DPI has adopted a new test that will be replacing the 5146 for the K-9 Elementary/Middle licensure. The old test will be discontinued as of August 31, 2025. The new test will be the 5001 Elementary Education with cut scores for each section.

Important Update: Starting on September 1, Wisconsin will be changing to the 890 version of the FoRT. This is the nationwide test. The content will not be much different, but there is a benefit to taking this version, as after three unsuccessful attempts, the scholar will not need to pay for subsequent attempts. Registration opens on July 15, 2025.
Who Takes It?
The FoRT Website has a FoRT Prep Materials Page that has a wealth of information, including test specifications, sample questions, test-taking strategies, sample multiple choices questions, sample open response questions, interactive preparation materials, videos, and traditional practice tests.
As of January 31, 2014,
all initial educator applicants for early childhood, elementary/regular education, special education, reading teacher, and reading specialist must pass the Wisconsin Foundations of Reading Test.

The American Council on the Teaching of Foreign Languages exams are required for those pursuing 1365 K-12 Spanish licensure and those adding a bilingual, bicultural supplemental license to the primary license area. Below you will see the requirements for scholars completing each program.

Aspiring World Language teachers must complete the following assessments as directed by the State Superintendent:
