Policies and Protocols During the Health Pandemic
The library is open to clients on Mondays to Fridays from 8:00 a.m. to 5:00 p.m. (No Noon Break).
The CBSUA faculty and staff, students, and other clients who will enter the library shall be subject to the following health standards:
Stepping on footbath.
Wearing of face mask.
Checking of body temperature.
Disinfecting hands with alcohol/alcohol-based hand sanitizers.
Present the validated University ID to the staff on duty when making a transaction in the library. Register in the registration area by scanning the University ID when entering and leaving the library and or signing in the logbook.
Non-CBSUA clients are not allowed to research in the library.
The number of clients to be accommodated inside the library are eighty (80) clients in the 1st floor and two (2) mezzanine floors, while the 2nd floor shall accommodate one hundred (100) clients where various learning spaces are available which accumulated to have one hundred eighty (180) clients to ensure that physical distancing shall be observed at all times. Providing markers and signage to various fixtures and sections are highly visible to guide the clients in the new policies and protocols implemented.

The regular faculty/staff may borrow a maximum of five (5) books from the general circulation for fourteen (14) days. While books in the reserve, GAD and BSP sections may be borrowed for seven (7) days only.
The Contract of Service (COS) faculty is allowed to borrow book/s provided that there will be a guarantor (regular faculty) who does not have overdue book/s and does not exceed the allowable number of books to borrow.
The bonafide students may borrow a maximum of three (3) books from the general circulation for seven (7) days except in the sections of reserve, GAD, and BSP which can be used inside the library only.
Dictionaries, encyclopedias, yearbooks, almanacs, atlases and other general references, theses, dissertation, journals, magazines, newspapers, pamphlets, vertical file materials, DVD tapes, CD tapes, cassette tapes, maps, globes, and posters may be borrowed and use inside the library only.
All books borrowed should be returned promptly on the date stamped on the date due slip. Otherwise, a library fine shall be imposed according to the approved rate of the library.
An on-line reservation of books is a newly established service of the CBSUA library to clients where the following guidelines for respective campuses shall be observed:
Clients may select the titles of books to be borrowed through the WEB OPAC of the CBSUA Pili campus by visiting the library website (https://cbsualib- report.wixsite.com/read) and click the icon WEB OPAC Pili Campus for the various titles of books and other resources or they may inquire to the librarian/staff on the availability of books to be reserved by visiting the University Library WEBSITE (https://cbsualib-report.wixsite.com/read) then click the icon Ask A Librarian and select the Pili campus to inquire for the book/s to be reserved.
While in the environment of the CBSUA library Website, click the icon “Online Book Reserve” look for the Pili campus and then click the icon faculty or students (depending on your status) to be able to fill in the required information in the Google form to reserve the book/s.
The library staff will notify the faculty/student about the availability and schedule for the pick-up of the book/s reserved.
When clients pick up the book/s, they should bring their validated University ID for verification.
Borrowed books for home use shall undergo one hundred twenty (120) hours or equivalent to five (5) days quarantine in the designated area upon returning.
Lost Books
A lost book/must be reported immediately to the library staff on duty to avoid the accumulation of fines.
A book reported lost must be replaced with the latest edition of the same title not later than two (2) weeks after the librarian has notified of its loss. If the book is out of print a replacement of the book with a related subject of the current edition will be accepted after a thorough search of the original book/s in the various bookstores.
Accrued fines shall be charged after the librarian has notified the concerned person regarding the lost book reported.
Mutilation and Stealing of Library Resources
Any client who shall deface, mutilate, or steal any library materials or property shall be required to replace the materials/property. It shall also be subjected to disciplinary action that will be facilitated by the Office of Student Affairs & Services (OSAS).
Request for Non-Print Materials and Learning Rooms
The requesting party shall file a request from library staff in charge three (3) days before the scheduled use of the Learning Room.
Faculty/staff/students may request the use of the learning room and non-print materials during library hours only.
Damages of borrowed non-print materials and equipment due to mishandling shall be charged to the borrower/s.
Non-print materials shall be returned to the library immediately after use to accommodate other borrower/s.
Overnight use of non-print materials is not allowed.
Specific Provisions for External Clients
Any client not connected with the Central Bicol State University of Agriculture (CBSUA) who wants to avail of the services of the library must present the following:
Validated School I.D./Employees I.D./PRC I.D.
Request/Referral letter from the librarian of the school he/she is presently enrolled (if the client is a student).
He/She can use the library resources for room-use reading only. For the photocopy of the library material, the borrower will be accompanied by the library student assistant to bring out the material and must leave his/her validated I.D.
Proper Conduct in the Library
The proper conduct of all library clients should be religiously observed. Unnecessary noise, loud conversation, smoking, eating, and defacing library furniture and equipment are strictly prohibited. Any violation hereof is subject to disciplinary action according to the University policies.
Security and Control of Library Resources
All clients and other stakeholders shall leave their bags at the baggage counter before they can enter the library except in some sections where bringing of bags is allowed. He/She shall bring all his/her valuables, e.g., wallets, cellphones, jewelry, money, etc., and secure a claim tag corresponding to his/her baggage number. Library staff is not liable for any missing/lost item.
Only bags, folders, and envelopes are allowed to be deposited at the baggage counter.
Bags/items stored in the baggage counter shall be claimed when the clients leave the library.
Any clients who lost the claim tag shall be subjected to library guidance for proper identification and shall provide a replacement for the lost claim tag.
The clients shall register in the registration system and or logbook when they enter the library.
Library Clearance
At the end of each semester and or school year, clearance shall be signed by the librarian provided that all accountabilities have been settled by the students, faculty, and staff respectively.
The requesting party may request the respective learning room/s during library hours by filling in the Request form for Learning Rooms (CBSUA-F-LIB-09) prior to the scheduled use of the learning space/s.

While in the login portal of the desired database, provide a User ID and Password to some subscribed databases (EBSCO and Gale Databases), but other databases do not require it. Visit your respective campus library and ask your librarian and or staff for the username and password or visit the CBSUA library website (https://cbsualib-report.wixsite.com/read) by clicking the icon ASK a Librarian and select your respective campus to request it;
While in the interface of the database, it will take you to its various resources and features, which you may begin to explore its content.
In the case of STAR BOOKS, the clients may visit the library for one-time registration in the system of the database to access in the library the various resources belonging to the database. Also, if the clients may not visit the library physically, they may visit the CBSUA library website (https://cbsualib-report.wixsite.com/read) by clicking the icon ASK a Librarian and selecting their respective campus to request their registration.

The CBSUA has subscribed the following databases:
E-Book Academic Collection – this growing subscription package contains a large selection of multidisciplinary eBooks representing a broad range of academic subject matter. At present, there are one hundred ninety-seven thousand eight hundred thirty-seven (197,837) ttitles of multi-disciplined e-books in the database.
Agriculture Plus – it is a rich resource covering all areas of agriculture from agribusiness and crop science to food engineering, soil science, and sustainable development. This database contains more than 300 full-text journals, including 200 peer-reviewed titles and well-known journals such as New Scientist, Crops, Agricultural Research, Plant & Soil, and Bio-Science.
OMNI File Full-text Mega- contains a wealth of essential material for learning and detailed research in a single, easily-searched database. With the full text of articles from over 2,500 publications, and indexing and abstracts from nearly 3,600 publications, this database provides invaluable support for research in all core undergraduate subjects and for cross-disciplinary work.
Open Dissertations – is an open-access database built to assist researchers in locating both historic and contemporary dissertations and theses.
GALE DATABASES (onsite and remote access) – for more than 60 years, Gale, a Cengage Company, has partnered with libraries around the world to empower the discovery of knowledge and insights by all people.
Gale Ebooks – the reference materials are accessible in the library remotely 24/7. As of today, there eighty (80) titles of e-books acquired by the CBSUA.
Infotrac Custom 100 – is a database of selected one hundred (100) titles of multi-disciplined e-journals.
SCIENCE DIRECT (onsite access)- it is a database for e-journals and e-books, CBSUA Library has subscribed and received complimentary e-books with a total of fifty-seven (57) titles
Zinio Magazines – a subscription of e-magazines of general interest at present CBSUA Library has subscribed (16) titles
COMPLIMENTARY:
PHILIPPINE E-JOURNALS (PEJ) (onsite and remote access) – is an online collection of academic publications of different higher education institutions and professional organizations. Its sophisticated database allows users to quickly locate abstracts, full journal articles, and links to related research materials
EMERALD INSIGHTS (onsite access) – is one of the world’s leading digital-first publishers, commissioning, curating, and showcasing research on academic journals and books. This a project from Commission on Higher Education through the Philippine E-Library Project.
STARBOOKS (onsite access) – this is a project of the Department of Science and Technology (DOST) specializes in science and technology, which includes livelihood and educational videos, interactive science and math courseware, scientific researches, and investigative projects.
PHL CHED CONNECT (onsite and remote access) – a web application that contains higher education course materials in text, media, and other digital assets that are useful for teaching, learning, and research purposes.
