VDOE Guidance for Opening Schools 2020/2021

In June 2020, the Virginia Department of Education (VDOE) released a comprehensive resource guide Recovery, Redesign, Restart. This document outlines requirements and possible scenarios for delivery of new instruction required for the 20-21 school year. The Campbell County Reopening Plan serves as a guide for our students, staff, and parents to access the many educational opportunities Campbell County Schools has to offer during the 2020-20201 school year.

The Governor’s Phase Guidance, as outlined in the Virginia Blueprint will serve as a model to guide the health and safety as well as the instructional delivery models available for our students. As COVID-19 continues to present a public health risk, schools are required to implement health, safety, and social distancing precautions in order to reduce transmission, minimize risk to students and staff, and promote community health. Schools shall follow CDC guidance for mitigation measures, as possible.

Instructional Scenarios

In general, Phased Guidance requirements are:

Phase I:

In-person services may be provided for special education programs in cases, where all parties agree, it is appropriate. During any in-person instruction, social distancing guidelines must be adhered to. Instruction during Phase I is primarily remote, and no extracurricular activities are permitted.

Phase II:

In-person services may include Special Education services, as well as Pre-K-3 instruction and English Learners. Summer camps may be held in buildings where strict social distancing measures are in place. During this phase, most instruction remains remote. Athletic and other extracurricular opportunities may be accessed with strict social distancing guidelines in place. General guidelines for this phase are

  • 6-feet of physical separation at all times for academic activities and

  • 10 feet of physical separation at all times for extracurricular activities

  • 50 person limit on all gatherings

  • Spaces receive disinfection between uses.

Phase III:

In-person services are permitted for all students with strict social distancing measures in place. During this phase, instruction includes more in-person delivery. Remote instruction will continue to supplement in-person instruction to meet social distancing guidelines such as

  • 6-feet of physical separation at all times in schools

  • 3 feet of physical separation with mandated face mask use

  • 10 feet of physical separation at all times for extracurricular activities

  • Spaces receive disinfection between uses.
