Based on the values of the members, policies are create in order to provide the parties with a clear outline of what the party stands for
Over time, policies are added or removed, depending on what issues are relevant to the members

Since a platform describes what the party stands for or values, they create their own policies based on what they feel are important topics or issues to deal with. With economic policies, the parties determine how much government involvement there should be. The parties ideas on taxation are evident in their policies as this is where the government pays for social programs.
Based on the parties values and ideas, they develop their policies in order to reflect the values and policies. All decisions made by the party then return to the platform in order to ensure all actions reflect what they stand for.
When people choose not to pay taxes or support the legal economy, less money is generated for government programs. As a result, funding cuts are made OR taxes must be raised in order to make up for the lack of funds.
With tax evasion, people choose to report a smaller income on their income tax return in order to pay less money for income tax. This has a similar impact on the economy as the black market does.
