When creating any assignment for school, work or an organization you volunteer for, it is imperative that the purpose of the final product has been determined. Once this has been determined, it then becomes easier to decide what type of title page should be used. A cover page differs from a title page, in that it is the very front of a book or other published works. This is usually the bound, outer layer, of the item. Depending on what the purpose of the book/article is, will dictate how creative or conservative this page is.
For any assignments that are stories, the author may use a cover page that represents the ideas shared in the book or a part of the book. An example of this would be a story that took place in a setting related to school. The cover would most appropriately be of items related to school. This may be school work, a particular room in a school, the outside of the building, etc.
Depending on who will be reading this paper, it can be acceptable to have a creative cover page that contains graphics that do not detract from the quality of the work. The font colours should be coordinated with the graphics that are on it.
For many organizations, each sector or sub-group within the organization may be required to submit an annual report. These reports may pertain to financial decisions, organizational changes that have taken place over the year, or results from testing that may have been done, to name a few.
Have you ever wondered why there is a page on the inside of book that contains everything that would be found on the cover? Different from a cover page, the title page can be the front of the document, article or book, but it may also be found on the inside of the written material. This page contains specific material related to the item and will always contain the same information for most writing.

It is very important that for ALL essay's, unless otherwise specified by the teacher/professor, that you use a title page and not a cover page. This type of title page will contain the Title of the document, authors name, the course name and the date it is completed. Many students may ask why it has to be so formal, but you can think of it as being the title page of a published work. Essentially, as soon as you put the title page on the document, you are letting everyone know this is your work. This will then tell readers that your work has been published, even if it is only for a school assignment, and when anyone else uses any of the material that has been written inside of it, they will need to cite the information formally.
