The Bataan Peninsula State University has been committed in providing formal and in-formal education to the citizen of Bataan and its neighboring provinces. The University is composed of highly skilled professional educators, technology experts, engineers, architects, agriculturist, fisheries, nurses, public administrators, accountant and business administrators that is expert in their field of specialization that choose to share their expertise by educating the University’s future graduates. The BPSU population as of January 2019 is 858 with 411 teaching and 447 non-teaching personnel. The University’s men and women also possess varying skills that could be utilized in the different extension project that BPSU could offer. As one of the mandate of higher educational institution, the University has been offering different extension services for the less fortunate in the different municipality of Bataan and its neighboring provinces of Olongapo and Pampanga. One of the intensive extension services provided by the University thru its Extension and Training Services Office is the livelihood and skills training program that could lead to Technical Education and Skills Development Authority (TESDA) National Certification 1and 2, and one of the University’s beneficiary in this activity is the Bureau of Jail Management Penology – Bataan District Jail (BJMP-BDJ). HOPE Behind Bars started on November 2010 and as it is going strong, changed the program name to aptly fit its goals into Spreading HOPE Behind Bars. For this year, the University will adopt 25 beneficiaries, the Bureau of Jail Management Penology – Bataan District Jail Male and Female Dorm, Angeles District Jail- Female Dorm, Balanga City Jail, Cabanatuan City District Jail Male and Female Dorm, Camiling Municipal Jail, Dinalupihan Municipal Jail, Guagua District Jail Male and Female Dorm, Guimba District Jail, Marilao Municipal Jail, Mariveles Municipal Jail, Meycauayan Municipal Jail, Olongapo District Jail, Paniqui Municipal Jail, Plaridel Municipal Jail Male and Female Dorm, San Fernando District Jail Male and Female Dorm, San Jose City District Jail, San Jose Del Monte City Jail Female Dorm, Talavera Municipal Jail, Tarlac City Jail Male and Female Dorm as the University continuously spreads hope to people who have lost it.
As its original and first ever beneficiary of the HOPE Behind Bars Program, Bataan District Jail (BDJ) is located at the Bataan Capitol Compound, Balanga City composed of Male and Female dormitory just about two (2) kilometers away from the Balanga City proper and a close neighbor of the Bataan Peninsula State University. The said institution has been a recipient of the University’s extension services since 2010. As of June 2019, the BDJ male dormitory has a total population of seven hundred five (705) supervised by JSupt Neil Subibi and that is complemented with sixty two (62) non-commissioned officers and four (4) Commissioned Officers. Meanwhile, the female dormitory has a total population of sixty three (63) residents supervised by 18 personnel headed by the jail warden JSInsp Rowena Domingo. The mission of the BDJ – Inmate Welfare Development Department, together with BPSU, spearheaded by SINSP Rizza F. Fuertez is to rehabilitate and educate its PDL to their future re-entry into the society thru informal education.
Beneficiaries of the University’s HOPE program in the different skills competencies since 2010 in BDJ were able to pass the TESDA National Certification 2 and 1. For nine (9) years, the BDJ with the assistance of BPSU were able to retain its pose of 100% passing rate in all its TESDA NC 2 and NC 1 skills competencies. In addition, through the Bread and Pastry Production NC2 training conducted at Bataan District Jail in the year 2011, the BJMP-BDJ was able to established two (2)“Bakery sa Jail” called J-licious. Various baked products were produced and sold to their clienteles inside and outside the jail that enable residents to earn while inside the detention cell. Operational expenses of the jail were also charged to the profit gained by the bakery.
Adding to the University’s mission of continuously spreading HOPE even to its neighboring province in Central Luzon thru its extension services is the addition of three beneficiaries last 2018 and one of them is the Angeles District Jail. BJMP-ADJ is located inside Camp Tomas Pepito, Sto. Domingo, Angeles City. Angeles District Jail male dormitory is occupied by two thousand four hundred thirty seven (2,437) Persons Deprived of Liberty (PDL) supervised by JSupt Arvin Antonio while the female dormitory is occupied by two hundred and five (205) female PDL supervised by JSInsp Emily E. Bueno. Two of the mission of the ADJ in the development of PDL which coincides the University mission in providing extension services are providing livelihood and skills training programs and providing education thru Alternative Learning System program.
To widen the HOPE Program scope last 2018, Olongapo District Jail was added as one of its beneficiaries. BJMP-ODJ is located at Camp Manuel F. Cabal, along National Highway, Bo. Barretto, Olongapo City and seven (7) kilometers away from the court and other government offices. Olongapo District Jail male dormitory is occupied by one thousand five hundred seven (1,507) Persons Deprived of Liberty (PDL) supervised by JSupt Andrew W. Tauli while the female dormitory is occupied by one hundred fifty seven (157) female PDL supervised by JSInsp Delight S. Mamilig.Being a District Jail, ODJ accommodates PDL’s not only from Olongapo but also the neighboring towns of Subic, Castillejos, San Marcelino and San Antonio.
To increase its presence in the province, Dinalupihan Municipal Jail was added last 2018 as one of the beneficiary for the HOPE 2018 program. BJMP-DMJ is located at municipal compound of Dinalupihan, Bataan. Dinalupihan Municipal Jail male dormitory housed eighty five (85) Persons Deprived of Liberty while the female dormitory housed seven (7) female PDL supervised by JSInsp Arvin C. Antonio and that is complemented with fourteen (14) male and three (3) female officers. It houses persons who have been arrested and are being held pending their respective trial and municipal prisoners. DMJ caters not only clients from the Municipality of Dinalupihan but also the neighboring towns of Hermosa and Orani, Bataan.
Luckily, most of the beneficiaries of the trainings were acquitted from their cases by co-incidence and most released PDLs used their gained knowledge and skills in applying for a job and putting up self-employed business. It does prove that the University’s extension services have changed their lives and remove the stigma of being a PDL. Continuing this legacy thru the extension program Spreading HOPE Behind Bars in Central Luzon we will be able to train another group of residents that will be a productive citizen once they re-enter our society.

This training will help the residents of Central Luzon Jails to open avenue for their personal, social and professional growth while inside the institution.
Specifically, the program aims to:
1. Train participants on specific skills that will be beneficial for them to acquire the necessary knowledge, skills and attitudes towards work.
2. Train thirty (30) male and female PDLs in each skills category.
3. Encourage members to grow professionally and technically.
4. Prepare PDLs to their eventual re-entry to the community by equipping them with employable skills duly certified with Technical Education and Skills Development Authority (TESDA) National Certification II and I (NC-II and NC-I).
5. Create additional small-enterprise as an outcome for each extension program.
6. Boost the morale of PsDL while serving their time inside the jails. This would ensure that their mental health is well due to their newfound hope.
7. Develop learning materials for PsDL.
8. Lobby for local and national policy.
