The Master in Public Administration (MPA) is a graduate degree program offered to students and professionals whose interest is to work for, engage in and lead towards the development, promotion and advancement of effective, efficient, and efficacious public organizations and administration. The program is designed to provide excellent foundation for existing and potential public administrators. Students of the program are exposed to theoretical and praxiological understanding and appreciation about the needs, concerns, issues, trends and problems of contemporary public organizations and administration.
Program Outcomes: The Graduate School Master in Public Administration Program adheres to the vision of providing leadership in the field of public administration. also, it is committed for the students to the following:

ADVOCACY ON THE NEW COMPREHENSIVE TOBACCO AND NICOTINE REGULATION ORDINANCE OF THE CITY OF BALANGA (Phase 2)
In view of the issuance of the City Ordinance No. 17 series of 2019, entitled “THE NEW COMPREHENSIVE TOBACCO AND NICOTINE REGULATION OF BALANGA CITY, BATAAN”, the Master in Public Administration Program of the BPSU Graduate School shall continue its commitment to support the ordinance’ purpose which is to promote the general welfare of Balanguenos by promoting healthful environment and protecting public health from the harmful and lethal effects of use and exposure to tobacco and ENDS product. This is in terms of advocacy and promotion of the ordinance in the community.
The project was successfully started in the 2nd trimester of 2019-2020. (as per hereto attached report). A total of 8 barangays were reached by the MPA team of faculty and students. The completion of the project through the coverage of all the barangays set for the 3rd tri 2019-2020, and 1st tri 2020-2021 was not accomplished due to Covid 19 Pandemic hence, the proposed changes on advocacy strategies and approach.
The project is the Phase 2 of the Advocacy campaign on the provisions of City Ordinance No. 17 series of 2019, Sections 5 and 8, the prohibited Acts under the ordinance and the penalties thereof. The project started in the 2nd semester of 2019-2020 in 8 barangays.
The strategy in phase 1 included lecture to people in the community invited by the barangay officials, there were also distribution of leaflets and posting of tarpaulin in conspicuous places in the barangays.
On the second phase though, the strategy will be shifted from actual information campaign to training of Barangay officials and community leaders to be the advocates themselves of the said ordinance. The MPA students and select faculty shall facilitate the conduct of the training. It will be conducted through webinars in coordination with the City Health Office and Health Education and Promotion Board.
OBJECTIVES:
General Objectives:
To contribute to the promotion of the general welfare of the public by equipping select Barangay Officials and community leader as advocates of “The New Comprehensive Tobacco and Nicotine Regulation of Balanga City”
Specific Objectives:
The project specifically aims to train select Brgy. Officials and community leaders from the 25 barangays of the City of Balanga.
EXPECTED OUTPUTS:
After the conduct of the proposed project, it is expected that there shall be:
· Increased in the number of advocates on the ordinance
· Strengthen ordinance implementation
· Decreased number of violators of ordinance
Community Analysis:
Balanga is the lone city of Bataan composed of 25 barangays. It has a total population of 101,602 with a total household of 17,260. (2019). Cognizant of the ill effects of smoking to the health of the people, it designed its own ordinance on smoking which has resulted to various recognitions and citations such as a “Hall of Famer” for Red Orchid Award and as “Smoke –free City Award by SIATCA for exemplary commitment to protecting the health of its people by making all enclosed places and outdoor places 100 percent smoke-free.
Problem Analysis:
According to the World Health Organization Framework Convention on Tobacco Control (FCTC), there has been unequivocally established scientific evidence that exposure to tobacco smoke causes death, disease, and disability. It also states that here is no safe level of exposure to tobacco smoke, and that the effective measures for protection require the elimination of tobacco smoking.
Relative to this, despite the implementation of the CNSO, there remain problem in terms of incomplete or inconsistent understanding on how the ordinance works, and the lack of sufficient smoking cessation program among others. Advocacy campaign and strict implementation of the ordinance should be continually done in the community spearheaded by the Barangay Officials and leaders.
Further, the situations brought about by Covid 19 Pandemic like being lockdown in the community having plenty of idle time may have increased opportunities to smoke, thereby exposing the vulnerable groups, the children and the elderly.
Description of the Target Group:
Participants to the training are Barangay Officials (Brgy Capt., SB on Health and Bry. Coordinator and community leaders like Barangay Health Workers and Barangay Tanod and other individuals who may be of influence on other community members.
One hundred seventy five (175) persons from 25 barangays at an average of 7persons from each barangay are targeted to be trained within 3 semesters
Partnership:
City Council – endorse partnership through Memorandum of Agreement on the partnership
City of Balanga – enter into a partnership with Bataan Peninsula State University through Memorandum of Agreement
Barangay Council – provide assistance in the invitation of target audience and provide venue for the activities
City Health Office/ serve as resource person during the training
Health Promotion Board – provide orientation on the provisions of the ordinance
Public Safety Office – serve as resource persons during the training

POST-ACTIVITY EVALUATION MEETING AND PLANNING FOR FUTURE BATCHES OF RECIPIENTS

At the end of each activity, the project team conducts post-evaluation activities to review the implementation and find opportunities for improvement. In this video, the team immediately conducted a post-activity evaluation as well as planning for the next batches of recipients.
In this meeting last June 18, project team leaders, representatives from barangays, and MPA students discussed the project implemented and suggestions and recommendations for the improvement of the program.

OUR PARTNER LGU: THE CITY OF BALANGA
Balanga, officially the City of Balanga (Tagalog: Lungsod ng Balanga; Kapampangan: Lakanbalen ning Balanga), is a 4th class component city and capital of the province of Bataan, Philippines. According to the 2015 census, it has a population of 96,061 people. Balanga City is primarily a residential-agricultural city, with a rapidly growing commercial sector. It has a total land area of 11,163 hectares (8.13% of Bataan). It borders Pilar to the south, Abucay to the north, Morong to the west, and Manila Bay to the east. Balanga is politically subdivided into 25 barangays. The City administration envisions the City of Balanga as U-Town, a World Class University Town in 2020 (City Ordinance No. 21, Series of 2008, "Declaring the eighty point forty-two (80.42) hectares at the city's central district as University Town in the City of Balanga, Bataan"). Balanga listed a 'Record-Breaking' P6B Investments In 2012. Balanga City won the 1st Robredo ICT Awards.
Balanga City is the educational center of the province of Bataan. It currently has one public university and several private colleges offering various courses such as accountancy, business administration, computer science and information technology, elementary and secondary education, engineering, and health professions like nursing and midwifery.
Bataan Peninsula State University is the lone state university in the city. It operates two campuses in the city: the main campus, which is located in the capitol compound, and the Balanga City campus, which is located in downtown area.

The Balanga City Tobacco Free Generation is the city's advocacy arm in promoting a tobacco free generation. Know more about their campaign on their FB Page via https://www.facebook.com/BalangaTFG/
Being a Hall of Fame Awardee of the Department of Health’s Red Orchid Award, the City of Balanga is strictly implementing the Smoke-Free Policy. Balanga City Task Force Kalinisan (BCTFK) composed of women-volunteers was deputized to monitor and reprimand violators within the City Proper. Regular Anti–Smoking Campaign for colleges, university and schools and Orientation on Health Ordinances were held all over the City. In addition, the Bike Patrol Team was also organized. Their mission is to conduct the implementation of City Ordinances on the smoke-free policy, environmental protection and health/wellness promotion, initiate the apprehension, arrest and/or filing of appropriate cases against violators and recommend necessary actions that must be taken for the successful implementation of City Ordinances within their route of assignment and other areas of concern. There is also a corresponding fine for the apprehended smoke offenders depending on the frequency of violations.
The Comprehensive No Smoking Ordinance of the City of Balanga as amended by Ordinance No. 04, S. of 2013 was amended by Ordinance No. 09, S. of 2016 last March 22, 2016. Selling, distribution, using, advertising and promotions of tobacco products and/or Electronic Nicotine Delivery System (ENDS) within the declared University Town area of the City and within three (3) kilometers radius thereof per City Ordinance No. 21, S. 2008 are prohibited. This include total ban on Designated Smoking Area (DSA) in any establishment within the U-Town Area and three (3) kilometers from the radius thereof, without prejudice to existing ban on the perimeters of schools, playgrounds and other facility frequented by minors. Commercial establishments are notified right upon their application or renewal of business permits. Regular monitoring and surveillance are also done.
The availability of the Quit Line which is barangay-based and located in the Rural Health Units and a 24/7 Hotline for the Anti-Smoking Program encouraged people’s participation and awareness of the program.
To ensure and expand the city’s strong advocacy for 100% tobacco-free environment, the City Government launched the Tobacco-Free Generation (TFG) Campaign last December 2015. It is intended to secure the Millennials’ (those who were born from the year 2000 and onwards) commitments of not smoking.
In addition, under the city strategic initiative “Huwag Maging SAD” are Vision-Aligned Circles (VACs) which are focusing on the continuity of the Healthy Lifestyle Program especially for Anti-Smoking.
