As part of a comprehensive transportation demand management (TDM) implementation plan for the City of Tempe, Arizona, Bongorno Consulting led a transportation management association (TMA) feasibility analysis that included extensive engagement with a broad range of stakeholders and community partners. Implementation of the TDM and TMA plans is slated to begin in 2023 with support from the City of Tempe and Maricopa Association of Governments.
Bongorno Consulting was part of a team of local and national firms (led by Nelson\Nygaard) who worked with the City of Cleveland and its partners elevate their two-year Vision Zero effort to an Action Plan with policies, programs, and practices that can effectively reduce and eliminate serious injuries and deaths related to traffic. Bongorno Consulting led Task Force engagement and Plan & Policy Review for the project, which began in early 2021 and was completed in 2023.
Bongorno Consulting led scope and RFP development, fundraising, and project management on behalf of University Circle Inc. (UCI) over a two-year period. Chris managed the 3-part plan, which was led by Nelson\Nygaard and included a Parking Management Plan, Transportation & Mobility Plan, and an Implementation Plan that evaluated TMA feasibility and outlined next steps for establishment of a district-wide TDM program. Recommendations have led to tangible projects and additional funding for implementation, including more than $575,000 for design and construction of priority projects and more than $300,000 in additional support for TDM programs and services. Chris also participated in development of UCI’s 5-year Strategic Plan, which included evaluation of fee generation and assessment models to support place management services – including TDM – to serve this growing anchor district.
While with Nelson\Nygaard, Chris served as Project Manager for multiple phases of a citywide effort to improve public health, expand residents’ multimodal travel options, and promote equitable access & mobility in Dublin, Ohio. Following development of a Mobility Vision and Toolkit, Chris’s team worked with the City to identify and evaluate priority action items for implementation, including adoption of a Complete Streets ordinance, procurement and management of bike share and microtransit pilots, and development of mobility hub concepts for multiple locations throughout Dublin. Chris provided ongoing planning, policy development, project management, fundraising, and evaluation support as the City continued its investment in new mobility solutions.
This 3-part strategic plan integrated economic development and mobility strategies in Grand Rapids, with a guiding principle of racial equity. As Project Manager for Nelson\Nygaard, Chris led development of Vision Zero, transportation demand management (TDM), and parking management strategies and recommendations that supported the City’s recently adopted Strategic Plan. Working with HR&A Advisors, the City of Grand Rapids, and a project steering committee, the team completed multiple rounds of stakeholder engagement and completed the plan in January 2020.
Chris was Nelson\Nygaard’s Project Manager for a Transportation for Livable Communities Initiative (TLCI) plan developed with the City of Cleveland and MidTown Cleveland that evaluated traffic calming, multimodal connectivity, streetscape improvements, and development opportunities throughout the Carnegie Avenue commercial corridor. Chris’s team completed a multimodal analysis and developed strategies and recommendations to better connect neighborhoods along the corridor and respond to concerns about equity, health, safety, and economic opportunity. The final plan outlined short-term action steps and cost estimates for implementation around nine key recommendations and was approved by the Planning Commission in December 2019.
