Purpose: The Indian Child Welfare Program shall prevent the breakup of Alaska Native Indian families and ensure that the permanent removal of an Indian child from the custody of his parent or Indian custodian shall be the last resort.
Authority: Congress declared that it is the policy of this Nation to protect the best interests of Indian children and to promote the stability and security of Indian tribes and families by providing assistance in the operation of child and family programs.

Sometimes I am disheartened to see adults give instruction, and at the same time physically grab their children forcefully. Then I say to myself, if I do the same, as our ancestors put it, they will become like a walrus, never moving to get tasks done on their own. They lose the ability to follow instruction.
Fannie Otto ~ “Paniguaq” was born on April 20, 1932 and was a long time Kangirnaq resident, a beautiful soul. She warned to never use physical force with children as it will desensitize them, only completing tasks when forced to, and lack their own initiative and motivation.
