Goals are outcomes. Goals answer the question:
What will the learner look like, be doing, and/or be able to do AFTER the instruction is over?
This is distinct from objectives, which answer the question:
What do I want my learners to do DURING THE COURSE OF INSTRUCTION that has them reach the goal(s)?
Goals should evolve as you do your design:
May be somewhat broad and nebulous - You may start with only a general idea of where you want your learners to end up
Become more specific and precise - over time, you want to hone your goals and make them more specific
Are a vision of the impact and outcome of the learning event
"I know I want to go somewhere, and I know the general or even specific area, where I want to end up, eventually.
But I don't necessarily know how I am going to get there yet."
Example: Employees can IDENTIFY & PRACTICE the steps to exhibiting personal safety, with the GOAL of creating a safe working environment.
