You may choose to turn a goal into an objective by making the goal an action that will occur during the instruction.
The learner will start a pump safely and effectively.
The learner will demonstrate the process of good sound production.
You will often identify objectives in the process of writing your goals. Simply make a list of them and revisit them when you get to your objectives. And as you create objectives, you may decide to change some of your goals into objectives.
