Anne Arundel County recognizes the importance of providing all students with an educational program that includes opportunities to develop their abilities to meet their highest potential. As outlined in the AACPS “Gifted and Talented Identification” Regulation, measures shall be taken to encourage and facilitate the active and informed participation of parents or guardians in the educational decision-making process, and an appeals process, through the Advanced Learning Office, of the Division of College and Career Readiness, is available to parents/guardians who disagree with an identification determination.
Parents/guardians who disagree with a Gifted and Talented identification (GT ID) determination may appeal using the following process:
Notify your school principal before proceeding with the appeal process.
Complete the Gifted and Talented Identification Appeal Request Form.
This form must be submitted no later than 60 days from the date on the gifted and talented identification notice. Late submissions will not be accepted.
The Advanced Learner Programs Office reviews the appeal and analyzes all student data available.
The Advanced Learner Programs Office communicates the decision to the parent/guardian and school principal.
A Gifted and Talented Identification Appeal may result in one of the following:
If the appeal is granted, the student may begin participating in ALPs Instruction
If the appeal is denied, the student will not participate in ALPs instruction unless the Advanced Learner Programs Office or school recommends a Conditional Placement in ALPs Instruction. For more information on the Conditional Placement Process, click here.
If the parent/guardian is dissatisfied with the decision, they may appeal in writing within (10) ten business days to the Coordinator of Advanced Learning. The written appeal must be received in the office within the required timeframe.
