The Annotated Code of Maryland and Code of Maryland Regulations (COMAR) requires school districts to conduct a universal screening process for Gifted and Talented instruction. AACPS conducts universal screening of students in grades 2, 5, and 7.
Once a student is identified as Gifted or Advanced, they do not lose that designation. However, all students not previously identified as Gifted in BOTH Reading and Math will be rescreened in Grades 5 and 7. At that time, students may be considered for a Gifted or Advanced identification if they were not previously identified as such.
AACPS Gifted and Talented Screening Process

The Instructional Data Division works closely with the Advanced Learner Programs Office to statistically analyze student performance and determine which students fall into the gifted and advanced ranges. Typically, 10% of the students in that grade level are identified as gifted and 15% are identified as advanced. Students may be identified as gifted or advanced in reading and/or mathematics based on comparison with their grade-level peers. Actual identification results are norm-referenced, and as a result are calculated annually.
Qualification for ALPs Service
Both Gifted and Advanced students recieve ALPs Service as required by COMAR.
Parents will be notified of their child's screening results and/or resulting identification. Results will be e-mailed through PowerSchool to the student's address on file in the following timeframe:
Grade 2: Spring of the second-grade year
Grade 5: Winter of the fifth-grade year
Grade 7: Summer after the seventh-grade year
Schools receive copies of the CogAT score reports and final identification parent letter for each student who participated in the process. Schools must maintain a copy of these documents in the students' academic record.
