Senior Naval Science Instructor

The son of English immigrants, Captain Randle grew up in Montville, New Jersey. After graduating from the United States Naval Academy as an Ensign in 1985, he attended Aircraft Maintenance Officer training in Pensacola before reporting to Fighter Squadron 142 and deploying on USS Dwight D Eisenhower. Lieutenant Randle then served at the Aircraft Intermediate Maintenance Departments (AIMD) at Naval Air Station Norfolk and on USS Theodore Roosevelt, serving in all AIMD Division Officer positions between these two tours.

Following Naval Postgraduate School, Lieutenant Commander Randle served as the Maintenance Advisor to the Kuwait Air Force for their 40 F/A-18 Hornets, naval aviation’s largest foreign military sales program. He reported to USS Nimitz during Refueling Complex Overhaul, where he was selected for Commander and to be a major AIMD Officer in USS Carl Vinson. While rounding the southern tip of India headed for a routine Gulf deployment, the tragic events of September 11th 2001 put USS Carl Vinson at the tip of America’s spear. She launched the first strikes of Operation Enduring Freedom, and continued bombing for 72 days.

Commander Randle then reported to Naval Air Systems Command, PMA 205 (Training Systems). He was the Deputy Program Manager for Individual Training, acquiring and supporting systems for aviator safety and survivability, air traffic control, landing signal officer, aircraft firefighting, “A” & “C” school training devices, refresher technical training for deployed sailors, CVN 21 training, and training management. Following the Industrial College of the Armed Forces (ICAF, now called The Eisenhower School), Captain Randle reported to Chief of Naval Operations Staff as the Branch Head for Aviation Readiness. He resourced the Navy/Marine Corps Flying Hour Program, Aviation Depot, Air Systems Support and Aviation Enabler accounts, totaling $8 billion annually. Captain Randle concluded his active duty career as the Military Director for NavAir 6.7, Maintenance Planning & Industrial/ Logistics Support, leading 1,550 personnel who plan the maintenance and logistics for 3,700 Navy/Marine aircraft. He also served as Director, Naval Aviation Enterprise Corrosion Prevention Team.

Following retirement, Captain Randle worked as contract support to the Navy. He was the Project Manager for the MH-60R/S Navy Aviation Simulation Master Plan, upgrading helicopter simulators so that simulated flight hours could be substituted for a portion of actual flight hours. Captain Randle assumed leadership of the Great Mills NJROTC unit in January 2015.

Captain Randle earned his Bachelor of Science from the United States Naval Academy. He earned a Master’s degree in Material Logistics Support from Naval Postgraduate School, and a Master’s degree in National Resource Strategy from ICAF, both with distinction. Captain Randle's personal awards include the Legion of Merit, Defense Meritorious Service Medal, Meritorious Service Medal (3 awards), Joint Service Unit Commendation, Navy/Marine Corps Commendation Medal (2 awards), and Navy/Marine Corps Achievement Medal (2 awards). He is a member of the acquisition professional community, and is certified Level III in Program Management, Life Cycle Logistics, and Production & Manufacturing.

Captain Randle is married to the former Fiona McInnes of Lymington, Hampshire, England. Their son Luke graduated from Chopticon High School in 2018 as part of the Academy of Visual and Performing Arts. He is in the Liberty University class of 2022, double majoring in Journalism and Digital Media. Luke is now a reporter and weekend anchor for CBS-2 television in Boise Idaho. Captain Randle is active as an actor in the annual Sotterley Halloween show, headlining as Captain Greenbeard in 2019. He was inducted into the Montville Township High School Hall of Fame in 2012.
