Projects Undertaken by the Institute under e-Governance and Social Computing Initiative (e-SCI) Center : (Before June 2012)
Envisioned in December 2000 with an immediate mission of rendering low cost IT solutions to various government and social organizations, e-governance and Social Computing Initiative Center, DAU has successfully travelled a long way. Lead by the innovative instincts, ardor, commitment and expertise of its industrious team, the e-SCI has undergone a continuous evolution all these years. It is now well established as a unique center of excellence in e-governance and low cost computing and is at the vanguard of ‘Software for Society’ in Malwa region of Central India.
The strength of e-SCI indeed is its workforce, which it claims, is the youngest manpower. The e-SCI team is composed of students studying in IIPS, DAVV and pursuing the integrated MCA and MBA courses. e-SCI started its first project at the dawn of the year 2001 with a small albeit strong team of six members. The project was the ‘Automation of Regional Transport Office’.
With these steadfast endeavors, e-SCI is meeting its two fold objectives. On one hand, it is aiding the society with its products, and on the other, it is exposing the students to live projects, imparting workplace professionalism and invaluable experience. The various projects under e-SCI are listed in the following table-

Project-Police Thana Automation
The project is an initiative taken by IIPS with due cooperation of Indore police to automate the working of all the police stations of Indore. It has aided the police in better administration, coordination and better management. It has enhanced the efficiency and efficacy of the working in police stations.
The Indore Police Computerization Initiative is aimed at computerizing the police department’s registration procedures for major activities, design retrieval and search operations. The sole purpose of this undertaking is to address the limitations of the manual system of the past. It is highly beneficial for the police constables who used to do the entries in all 31 registers by hand. Inserting data, retrieval, searching records and then maintaining registers manually was a tedious and most error prone job. Thus implementation of this software has been a real help for the police personals. The PCI is a software suite customized for each Police Station that has computerized all of the 31 registers maintained at a Police station for administrative purposes. This venture has assured a foolproof system that simulates and replaces manual system of the past. A team of 10 people has successfully worked for 3 months to complete the project.

Eliminated redundancy faced when the personnel handled the data.

Made the registration process more consistent.
Generation of duplicate records made faster and easier.
Reduced data duplication by use of RDBMS.
Implemented validation techniques and checks that helped reduce the margin of error in operations.
Provided adequate data backup facilities in order to ensure system restart even after a calamity.
Since the system is using RDBMS approach, searching and cataloging of data will be easy and efficient.
Obtained a complete automation of 31 registers and some other registers maintained at other offices.
Produced reusable and extensible model/code.
Gained experience in interfacing with and developing software for a government organization.
Project: Anugya Sahayak – Indore Municipal Corporation
Overview of the proposed system and some broad advantages over the existing system –
1. The proposed system will be a completely integrated System, which will automate the entire workflow of the building permission department. Each of the units can have an access for the remaining units depending upon the permissions. The output generated by any unit on a file will be available to everyone concerned by it. An administrator will be there to review the entire system and ensure its smooth functioning. He will have a full control over the entire system.
2. The proposed system will be faster so that the processing will be done in a specified time be it 24 hours or 15 days etc. The user will also get tentative dates at each and every stage so that he could come and review the status of his file or complete the applications and when required. This could save the customer from a lot of unnecessary hassles.
3. The system will be Reliable so that there is no threat of data loss. Quite often the building permission department officials encounter the problem of the missing of the files. Files may have been misplaced or their whereabouts are not known when they are needed. Now with the automated system every physical file will have an electronic copy too which will ensure no data is lost or data is always available when needed.
4. Sometimes it is observed that files and maps are spoiled due to age or some other reason. Also if due to some reason data may get corrupted or lost in files as its hard to maintain physical files. When such a situation arises no backup facility is available. Proposed system will provide appropriate backup facilities so that there is no data loss as the data being maintained is of high importance.
5. It will be Scalable so that in near future the system can be expanded and customized to the other departments of the Indore Municipal Corporation needs. This is very important as all departments depend on each other for inputs and output suited to their format, which can be easily achieved through this (For example revenue section may only be interested in reports of cash counter).
6. Will support Key Objectives of the building permission department. All the basic functioning of the building permission department will be done through the software and reports will be generated so that the management will be able to keep a track of the functionality of the building permission department.
7. Feature like Real Time file tracking will be a reality. The status of any application accepted by the Department will be traceable in terms of person having the application, work done on the application and the estimated time left for the completion of the Approval Process.
8. The system will provide employee performance evaluation interfaces to higher authorities, in order to facilitate better monitoring of the employees. Every authorized senior would have complete knowledge of his subordinate's task. Also, such a facility ensures centralized control as administrator sets all the business rules and through lists he can see status of each one’s job.

10. Tools used for development are Visual Basic 6.0 (front-end), Oracle 9i (back-end) and Seagate Crystal Reports 9.0 (Reporting Tool).
Project - Computerization of Maharaja Yashwant Rao Hospital, Indore:
Aim of project MYH is to develop an Enterprise-wide software solution that could assist in smooth governing of the organization and at the same time help doctors for pursuing research work based on the data collected through the system.
Maharaja Yashwant Rao Hospital, Indore (M.Y.H.) is one of the biggest and busiest government hospitals in central India. When built M.Y.H. was the Asia's biggest hospital, having capacity of 1000 beds distributed in 31 general wards and various private and semi-private wards. On an average working day, around 700 patients are treated in the Out Patient Departments (OPDs) and 150 patients are admitted for treatment in the various in patient departments of the hospital.
The basic requirements of the client are:
To make the functioning of the hospital easy and efficient
Maintain the records of the patients and generate various statistics on basis of the data collected
Minimize the load of filling up of various forms so that doctors can concentrate on treating the patients
Improve the quality of service to the patients.

Project: Visa Facilitation Center
The Visa Facilitation Center acts as a nodal office to accept the applications for extensions/conversions of Visa to the foreigners. The different Indian Missions and Embassies abroad give these visas the initial stage.
The process of application is defined in certain steps. The steps are

4. Interrogation of the applicant
5. Decision by the competent authority
6. Communication of the decision to the concerned applicant/concerned authorities

Proposed System: The project aims at automating the processes at the Visa Facilitation Center. The proposed system shall be a mix of process re-engineering and deployment of the automated system in the Visa Facilitation Center

Project- DCODE: Divisional Commissioner Office Digitization and e-governance
DCODE is an endeavor to digitize the various sections of Divisional Commissioners Office, and taking a small step to develop it as e-governance project in future. It involves Information and Communication Technology (ICT) initiatives that are used for improving: -
· The interaction between government and citizens, government and businesses as well as
· The internal government operations to simplify itself as an entity.
· The digitization of the office of the Revenue Commissioner, Indore is aimed at computerizing the various processes.
· The project DCODE is focused to move towards paperless office work. The aim is achieved in different phases. The Project aims at design, development and implementation of modules in the office.
· The aspect is to store, retrieve and share the information electronically.
This project involves the following steps:
· An assessment of the basic information needs of the citizens of the state.
· Gathering the information required, which is likely to be scattered across various departments and agencies of the Government.
· Converting the information into a digital form.
· Translation of the content into Hindi or the local language.
· Applying Information Design processes to structure the content in the appropriate format.
· Porting the content into the appropriate, web-ready format.
· Developing the citizen gateway- a website- through which they can access this information.
Project- IIPSSUS: IIPS Student Utility System
IIPSSUS aims to enhance the communication between the students and faculty and other sections of the community in the college and the University. The project is a platform, which launches a message board system, online notice boards and query boards for students along with emailing system. A function for online profiles is also developed. The product is a tool for improving the overall interaction between the institute and University community.
The features of IIPSSUS are as follows:

The values that the project provides the members of the organization are:

· Effective Communication-The system enhances the communication among the members of IIPS community and will enable it even after the college timings.

· A big step towards automation of the institute-IIPSSUS serves as a big step towards the automation of the testing, education and the form procedures of the institute.
· Providing education 24/7-By the means of message boards, query boards, discussion forums etc the learning process will be extended even after the institute closes its day.
· Establishment of a pro-student reputation-The project will help establish a reputation for the institute not only within the institute but also a prevalent image that the institute takes endeavors to promote the student’s scholastic development.
IIPSSUS is a successful project implemented by team of four people in three months and is a major step towards the concept of Paperless IIPS.
Project- Digital Library
The academic community is possibly the largest and the most important user group of digital libraries. The nature of work of academicians, students, researchers and other users vary according to the tasks they perform. Apart from various information resources that are currently managed and provided by digital libraries, there are many other information resources that are needed by users in an academic environment. These resources include course calendars, university statutes, various course offerings, thesis and dissertation guidelines, style guides, laboratory facilities, hardware and course materials. This results in a huge information repository. Owing to the vast statistics of the University, the information-pool is scattered all over the departments and is unmanageable. The huge repository of information present in the University results in information overload. The thought of organizing these ever-growing resources manually is appalling.
The problem faced by users is that the required information resources are generally scattered all over the place with the quality, content and coverage differing at differing locations. When this happens, users have to traverse from one server to another or from one information resource to another in order to find the desired information. The Digital Library System is therefore desirable as it strives to meet users real needs and facilitates the means and ways to support their information seeking behavior. DL is a knowledge-organizing tool for effectively organizing the burgeoning information and providing channel for efficient retrieval of information.
This project aims at providing the community of academicians with a knowledge management tool for effectively organizing the huge repositories of information and providing an efficient channel for retrieval of this information by developing a reliable database system. The information resources include full-text articles, online and other forms of databases, collections of thesis and dissertations, audio-videos, journals, project reports and so on that are scattered across the university’s Intranet. In order to support search and information retrieval variety the Digital Library System also supports browsing of an alphabetical list of all resources, searching of individual information resource attributes.
Project- Web Police
This website is being developed for Indore Police Department. Motivation behind the Project is making the people know about the work being done by Indore Police, Worldwide. The focus is on Indore District as a whole, covering all the Police stations in the district. A team of 7 students is currently working on the project.
This project aims to provide a very friendly interface to public so that it can interact with the police and get information of most wanted criminals of Indore through www and to provide the knowledge of law & order to them.
The purpose or objective of the project is to develop a website for Indore Police to provide information and essential help for the city dwellers. This will help in reducing response time in helping the citizens and better coordination between the pubic and police and ergo enhance the police services.
The public can also get information (about status) of missing persons and lost or found vehicles easily through the site. Other facilities provided to the public are: - of lodging unofficial complaints, displaying emergency and help-line phone numbers, providing contact information of individual police stations. One very important informative page is about the unclaimed dead bodies found in the city that is going to help both the police and public a lot.
Project- eRTO: Automation of Regional Transport Office
The Project involved the complete automation of the Registration Department of the Regional Transport Office of Indore, one of the most Revenue Generating Departments of MP Government.
The system is devised keeping track of Acts, Laws, Rules and Regulations specified by the Central Government of India and the State Government of Madhya Pradesh. The system is developed under live environment with specifications collected from the staff of the RTO and in accordance with Rules and Regulations.
The system involved complete automation of the Registration Department along with the automation of the Cash Processes related with the Registration Processes.
Registration Department deals with tasks like Registration of all Vehicles, Renewal of Registration of Vehicles, Transfer of Registration of Vehicles, Maintenance of Issued Registration, Issue of Duplicate Copies of Registration Certificate, Address Change, Cancellation and Renewal of Finance, Issue of No Objection Certificate (NOC), Intimation of Theft, Generation of Police Reports, Reports submitted to State Register, Monthly Status Reports and Revenue Generation Reports.
The project involves maintaining the voluminous database associated with the registration department, an effective Report Generation system with user-friendly interfaces for the Registration Process. The Project Team consists of 6 members from MCA (6yrs), IIPS.
Project- Rogue’s Library
The project is an initiative taken by the institute to maintain the record of all the rogues residing in the city. The project aims at providing hands on information about the criminal, the crimes committed by him and other important information, beneficial to the police.
The compiled list of all the rogues is maintained at SP office periodically. The list is then forwarded to the different police stations. The system will be a tool for managing essential data, conversion of this data into information, and making the information available to the police. The objective is to reduce the redundancy being carried out at the SP office and provide an interface for easy search and retrieval facility. A team of three students has successfully completed the project and the system is deployed at the SP office, Indore.
Project- EBIS: Examination Billing Information System
The project “Examination Billing Information System” intends to automate the Billing Process for all the activities conducted by various staff members pertaining to the Examination.
The project aims at designing and developing an information system that is capable of generating summary sheets that keeps record of the activities performed by each and every staff member of IIPS during the entire course of end semester examination and hence computing the total amount to be paid corresponding to that activity. A team of 4 members does this project. The project is a challenge for the team members because the staff members did not get the remuneration for a long time after the examination, because there are a number of bills generated for each staff member. The bills are then audited which take a lot of time.
In order to meet the aim, some objectives are set like develop Universe of Database (UoD) by systematic study of Examination Process at IIPS, design a suitable model, which can represent the UOD, design a logical model suitable for DBMS implementation, develop a physical DBMS system employing a modern DBMS Software, develop an application tool to enable user interaction.
The project provides a number of benefits like the record of all the activities performed by the staff members are stored digitally and with the use of software it becomes easy to retrieve and maintain data. It is also easy to backup the data. Since the computer maintains the data, the new system allows any one to get the required information even in the absence of the person, who has, and maintains all information about each and every thing regarding the examination process. With the new system, it is easy to sort the bills and generate summary report for each staff member. The entire data management task is done by the system; it saves lot of time, effort and energy of the user to get the task accomplished. The project eases the task of auditing by providing auditors the relevant information in a format they are most comfortable with.
The project is successfully designed and implemented in four months. In the second phase the system is extended for the automation of billing information system used in Devi Ahilya Vishwa Vidyalaya, Indore.
