Letter of Eligibility
FBE documentation must be submitted to obtain "Letter of Eligibility" (LOE).
LOE provides information to a district you are a candidate with TOPP, certifications to pursue, and completion of FBE requirement.
District online applications will request a scanned letter to be uploaded with the application.

District Online Applications
Districts may request the following to be uploaded to their HR site: Letter of Eligibility, conferred degree transcript, and a resume.
Reminder! FBE Documentation needs to be completed in order for "Letter of Eligibility" to reflect completed of State requirement.
The majority of school districts have online applications. Please know this is a lengthy process and may take 2-5 hours to complete one online application.
FAQ's on Online Applications
Question: What certificate do I select when applying to school district? select "Probationary Certification" or "Provisional Certificate" or "Texas one year probationary certificate". All new teachers will be placed on a probationary certificate.
Question: What is initial date of probationary? put August 22, 2016 (if applying to secure a teaching position for the 2016-2017 academic school year).
Question: What is the expiration date of probationary certificate? August 22, 2016 (This puts an individual completing the internship in one year.)
Question: Which route taken for certification? select ACP (Alternative Certification Program). If asked which program put "ESC Region 20".
Question: Are you fully certified? put no, probationary certificate.
Question: Are you highly qualified? yes, type in TExES exam passed.
Question: What is the content teaching assignment? type in the TExES exam passed along with the grade band (examples: Core Subjects EC-6, Technology Applications EC-12).
Question: In completing an application it does not list Core Subjects EC-6 only Generalist? Select Generalist, some school districts may not have the Core Subjects available in their drop down selections.
Question: Have you passed a state test? Yes, all candidates have passed a TExES exam if exam taken via PACT.
Question: When will I pay for my probationary certificate? Candidates will not pay for a probationary certificate until s/he has been officially offered a teaching position.
Online Application References
Most Districts will request email addresses of your references. Inform your references in advance you will be placing their name and email address to school districts.
Make sure you have accurate email addresses on the individuals you are listing as references.
Most importantly, communicate with all references listed they will be receiving emails from districts. Your references need to be reliable in checking their email and respond quickly. Many districts will not consider an online application complete until all references have been submitted.
When providing references make sure it is someone who is knowledgeable of your work experience, work performance and/or experience working with students/children.
If you have held a supervisory position make sure your superior is listed as a reference.
Most districts will send a questionnaire to references asking them to rate you in areas of performance.
Please do not list any TOPP Staff member as a reference. We would not be able to provide information on your work performance.
