make laws

WE'VE got to make this plan into law:

    The WE'VE GOTCHA Law!

 STOP SEX SLAVERY WITH REWARD

How much does it pay for sex traffickers to stay in business?

If a reward could put a stop to it - how much $ would it take?

Even saving one young girl from such a life would be priceless

Consider the reality:

> Strong laws are often undermined by weak judicial systems

Many prisons are already overcrowded

Most prisons don't rehabilitate sex offenders

Most sex offenders repeat their crimes when they get out of prison

Consider the options:

> The best deterrents are fines, property confiscation and license revocation

They can't buy sex if they don't have any money

Confiscate bank accounts, property, businesses and licenses

> The best rehabilitation programs include behavioral modification therapy

Teach them how to overcome their habits and addictions

Use electronic tagging, video monitoring and behavioral feedback

They can't change their behavior if they're surrounded by criminals

Surround them with surveillance equipment instead

Decide to make new laws:

> Put sex sellers and traffickers out of business!

Stop letting them grab our sisters and daughters!

Grab the sex buyers and sellers by their pockets!

Make them pay for the lives they've destroyed!

WE'VE got a plan that will pay for itself:

The WE'VE GOTCHA Law

1. Any person can provide law enforcement with evidence about a sex buyer

    A) It can be about sex purchases that already happened, that are happening now, or that will likely happen

    B) It can be in any format: video, audio, photo, writing, witness or testimony

    C) People who provide evidence should be protected from harassment and retaliation

    D) A reward is given when evidence leads to the conviction of a sex buyer, seller, or accomplice

2. Any person who buys sex must be penalized for the cost to society of sex trafficking and the sex trade

    A) The sex buyer should pay for the cost of rehabilitation and education for a sex worker or sex victim

    B) The sex buyer should pay for the cost of all expenses related to law enforcement, court and confinement

    C) The sex buyer should be required to attend a rehabilitation program and pay for the cost of it

    D) The sex buyer should pay the amount of reward and other expenses of the reward program

3. Any person who buys sex must be penalized in ways that will prevent future crimes

    A) The sex buyer should be imprisoned when the crime is against a minor or a non-consenting adult

    B) The sex buyer should be monitored through electronic tagging during probation (with or without prison)

    C) The sex buyer's name, photo and sex crime should be posted on a public website (John net)

    D) The sex buyer should lose the rights to any public benefits, licenses, permits, and public employment

4. Any person involved in pimping, managing, directing, assisting or controlling sex workers should be penalized

    A) The sex seller (pimp, madam or escort service manager) should be imprisoned not less than one year

    B) The sex seller should be electronically monitored not less than five years after release from prison

    C) The sex seller should attend counseling, behavior modification training and job training for three years

    D) The sex seller's assets should be liquidated and the funds used to cover the expenses to society

5. Any person or business that provides a place for sex that is bought and sold should be penalized

    A) The sex accomplice should be imprisoned when the crime is against a minor or a non-consenting adult

    B) The sex accomplice should lose the rights to any public benefits, licenses, permits, and public employment

    C) The sex accomplice's identity and location should be posted on a public website (Brothel net)

    D) The sex accomplice's assets should be liquidated and the funds used to cover the expenses to society

6. Any person who is a sex trafficking victim or sex worker should be prevented from re-entering the sex trade

    A) The sex victim or sex worker should receive healthcare, rehabilitation, counseling and job training

    B) The sex victim or sex worker should receive police protection and witness protection if necessary

    C) The sex victim or sex worker should receive a living stipend from the penalties paid by offenders

    D) The sex victim or sex worker should be protected from returning to, or being victimized by, the sex trade

7. Any sex buyer, sex seller or sex accomplice who commits a second crime should get a triple sentence

    A) When it is not possible to collect monetary penalties, use other penalties, such as community service

    B) There should be an assessment to determine why the first penalties did not prevent a repeat offense

    C) An individualized rehabilitation plan should be made that would be appropriate for each person's situation

    D) Religious, spiritual or ethical training should be a required part of the rehabilitation plan

8. Any government official or administration that facilitates sex trafficking or the sex trade should be penalized

    A) Any evidence of bribery or other coercion should be fully investigated and prosecuted

    B) Negligence in public duty relating to sex trafficking or the sex trade should result in personnel changes

    C) The government should confiscate any properties that are known as areas for buying and selling sex

    D) Rewards should be given to those who report situations of government corruption or negligence

WE'VE got a plan that will help victims get rewards:

The DNA Drop-Box

1. Victims of sex trafficking can obtain DNA samples from sex buyers and sellers

     A) A piece of tape or plastic bag could be used to collect hair, skin or semen samples

     B) A self-made pin code could be written on each sample by the person who collected it

     C) The samples could be put in 'DNA drop-boxes' at public places that are easy to access

     D) The person who deposited a sample could report the pin code with names or descriptions

2. Reports could be coordinated through toll-free numbers and public websites

     A) Law enforcement agencies could use the information to identify and prosecute sex buyers and sellers

     B) Victims could get immunity from prosecution and be eligible for rewards

(from penalties paid by buyers and sellers)

     C) Social service agencies and community action groups could spread information about the program

     D) The program could be incorporated into existing outreaches, such as HIV prevention education

3. The DNA drop-box program could stop sex trafficking and the sex trade from the inside out

Stop them with $$ from their own hands - take their savings

$$ Rewards bring priceless rewards of safe, ethical societies

Make it law > penalize > confiscate > monitor > rehabilitate
