REGULATIONS OF THE TOKACHI INTERNATIONAL EDUCATION CIRCLE

Article 1: This Circle shall be called the Tokachi International Education Circle (Tokachi Kokusai Kyoiku Circle).

(PURPOSE)

Article 2: The purpose of this Circle shall be for Co-ordinators of International Relations and Assistant Language Teachers employed as city and town employees in Tokachi to meet and exchange ideas and information about their work and life, and through this contact and co-operation, to work for the promotion of internationalisation in Tokachi.

(BUSINESS)

Article 3: In order to fulfil the objectives outlined above, the following business shall be carried out;

1. The Circle shall meet regularly.

2. Workshops shall be held to promote the smooth progress of language education and internationalisation.

3 The Circle shall encourage and support members to actively participate in any events in the district that are aimed at internationalisation.

Article 4: The members of this Circle shall be those foreigners who are employed by the cities or towns in Tokachi to work as Co-ordinators of International Relations or Assistant Language Teachers, as specified on a separate name list. However, spouses of the members specified above, who wish to participate shall also be recognized as members.

(CIRCLE REPRESENTATIVE AND ELECTION PROCEDURE)

Article 5: a. This Circle shall have one representative, elected at the end of the financial year. The elected member shall represent the Circle, and chair and organise meetings.

b. The representative's term of office shall be from April to March of the following year. It is desirable for the representative to be a member who expects to renew their contract for the following year, and who has a reasonable level of Japanese.

c. The representative may request assistance from members when necessary.

(THE CIRCLE YEAR AND MEETING PROCEDURE)

Article 6: The Circle year shall be from April to the following March, with three meetings held in Obihiro at the Tokachi District Administrative Offices.

1st: (late August/early September) Orientation, introductions, etc.

2nd: (mid/late November) Workshops (idea and information exchange)

3rd: (mid/late March) Workshops, election of new representative

(MEMBERSHIP DUES)

Article 7: Membership is free in principle, but any necessary money shall be collected from members at meetings as required.

(OFFICE MANAGEMENT)

Article 8: All necessary paperwork and liaison shall be done by the Circle representative.

(OTHER)

Article 9: Any matter arising not covered above shall be discussed and established at the Circle meetings.

ADDENDUM

These regulations apply from November 29th, 1991.

The temporary representative for this year (November 29th, 1991 to March 31st, 1992) will be Cathy Spannagle, (Memuro).
