Some potentially relevant Ohio Revised Code, and some other states such as Wisconsin:

Ohio law ((R.C. 5153.16(1)) mandates the public children services agency in each county to “(m)ake an investigation concerning any child alleged to be an abused, neglected, or dependent child.” Federal and state laws also detail how such investigations are to be done.

2151.011 Juvenile Court Definitions.

A(24) "Mental injury" means any behavioral, cognitive, emotional, or mental disorder in a child caused by an act or omission that is described in section 2919.22 of the Revised Code and is committed by the parent or other person responsible for the child's care.

And in Wisconsin 4802 (12m) “Emotional damage" means harm to a child's psychological or intellectual functioning. “Emotional damage" shall be evidenced by one or more of the following characteristics exhibited to a severe degree: anxiety; depression; withdrawal; outward aggressive behavior; or a substantial and observable change in behavior, emotional response or cognition that is not within the normal range for the child's age and stage of development.

2919.22 Endangering children.

(A) No person, who is the parent, guardian, custodian, person having custody or control, or person in loco parentis of a child under eighteen years of age or a mentally or physically handicapped child under twenty-one years of age, shall create a substantial risk to the health or safety of the child, by violating a duty of care, protection, or support.

2151.031 Abused child defined.

As used in this chapter, an "abused child" includes any child who:

(B) Is endangered as defined in section 2919.22 of the Revised Code, except that the court need not find that any person has been convicted under that section in order to find that the child is an abused child;

(C) Exhibits evidence of any physical or mental injury or death, inflicted other than by accidental means, or an injury or death which is at variance with the history given of it. ...

(D) Because of the acts of his parents, guardian, or custodian, suffers physical or mental injury that harms or threatens to harm the child's health or welfare.

(E) Is subjected to out-of-home care child abuse.

4732-17-01 Ohio Administrative Code for Psychologists The Ohio Board of Psychology uses these laws to adjudicate, when a complaint is filed. This code references the APA Code of Ethics and includes sections on "limits of practice" (competence), "multiple roles", "Specialty standard of care", and "maintaining competency" and "avoiding harm".

The majority of domestic violence cases will continue to be handled by your state and local authorities. In some cases, however, the federal laws and the benefits gained from applying these laws may be the most appropriate course of action.

Summary of Federal DV Laws

18 U. S. Code 2261 Interstate Domestic Violence (1)Travel or conduct of offender. A person who travels in interstate or foreign commerce or enters or leaves Indian country or is present within the special maritime and territorial jurisdiction of the United States with the intent to kill, injure, harass, or intimidate a spouse, intimate partner, or dating partner, and who, in the course of or as a result of such travel or presence, commits or attempts to commit a crime of violence against that spouse, intimate partner, or dating partner, shall be punished as provided in subsection (b). (2)Causing travel of victim. A person who causes a spouse, intimate partner, or dating partner to travel in interstate or foreign commerce or to enter or leave Indian country by force, coercion, duress, or fraud, and who, in the course of, as a result of, or to facilitate such conduct or travel, commits or attempts to commit a crime of violence against that spouse, intimate partner, or dating partner, shall be punished as provided in subsection (b).

The Department of Justice considers "damaging one's relationship with his or her children" to be emotional abuse, and covered by the law above.
