The publication said the UK "no longer" had a system rigged against minorities.
And it concluded family structure and social class had a bigger impact than race on how people's lives turned out.
But the government-commissioned report was accused of ignoring black and ethnic minority people's concerns and downplaying institutional racism.
In the UK, racial tension undeniably exists, but does it affect people's view towards immigration?

Public Opinions
An analysis of various survey on people’s attitude towards immigrants was published by the Migrant Observatory, supported by the Oxford University. Detailed methodology and analysis can be found on this link.
The figure shows a considerable opposition towards immigration as a combined 44% of respondents say they would like to see the number of immigrants reduced in a 2019 survey,
However, the same question was asked in a 2013 survey, with 77% favouring a reduction in immigrant numbers.

Country of origin plays a clear role in affecting immigrant acceptance. In a 2017 survey, only 10% of respondents said that no Australians should be allowed to come and live in Britain compared to 37% saying that no Nigerians should be allowed.
In the European Social Survey in 2014, there is low opposition towards professionals, but the opposition was much higher for unskilled migrants. Note that there is no particular preference between countries of origin (India vs Poland) if the immigrants are professionals.
The survey measures the sentiments towards immigration from 12 European countries. It illustrates that the British holds one of the most favourable views towards immigrants, with only 26% saying a few or no immigrants should be allowed.
